Responsibilities
*This is for a potential upcoming opportunity.
Noblis MSD is seeking to hire a Management Analyst to support the US Navy out of Newport, RI. Noblis MSD's mission is to support the Naval Undersea Warfare Center (NUWC) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.
Management Analyst will be responsible for:
  • Collecting, reviewing, and analyzing data relating to cost performance, schedule, or expenditures.
  • Defining nature and extent of problems and making recommendations to the Government.
  • Monitoring and tracking project progress, performance, and expenditures, and analyzing variances to identify trends, opportunities, and risks.
  • Preparing and solving mathematical models.
  • Gathering data from managers and employees to provide analysis summaries.
  • Preparing reports and tracking progress of recommendations provided to the Government.
  • Evaluating and assessing the feasibility, effectiveness, and impact of projects to support decision-making and ensure successful project outcomes.
  • Creating and maintaining schedules in Microsoft Project.

Required Qualifications
  • Bachelor's or Advanced Degree in a business or technical field and 10 or more years' experience in engineering/science management, operations research analysis or financial/cost analysis. Significant experience in U.S. Navy programs or operations..
  • US Citizen with a DoD Secret clearance or able to obtain a DoD secret.
  • Experience with NAVWAR software configuration management processes.
  • Experience with submarine alteration processes on Ohio class or Virginia class submarines platforms at a minimum.
  • Experience with PEO C4I Application Integrations processes in support of submarines or surface ships.
  • Expertise with networked systems on Navy submarines through prior experience in developing, administering, or maintaining a submarine networked system.
  • Experience in Microsoft Project, including: adding and managing resources; maintaining tasks/schedules with multiple predecessor/successor ties; adding, maintaining, and updating status and tasks for a complex project across multiple stakeholders.
  • Experience in Microsoft Excel, including managing and formatting data and managing advanced charts and tables.

Desired Qualifications
  • Prior work experience directly supporting NUWCDIVNPT Code 25 submarine Tactical Networks programs.
  • Familiarity with CANES (AN/USQ-208), SubLAN (AN/USQ-177), ADNS, and Tactical Networks Next Generation (TN Next Gen) architectures and modernization roadmaps across SSN, SSBN, and SSGN platforms.
  • Effective communication skills, both written and verbal.
  • Preference for an individual with experience in LOS ANGELES, VIRGINIA and OHIO class.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
