Clifford Beers Community Care Center (CBCCC) is a mental health clinic serving children and families. Our mission is to provide integrated services addressing mental, physical, and social determinants in order to improve health, resiliency and quality of life for children, families and communities.

Purpose

The Director of Mobile Crisis Intervention Services (MCIS) and Trauma-Informed Schools reports to the Vice President of Clinical Services and provides clinical, and operational leadership for the agency\'s community-based behavioral health continuum, including Mobile Crisis Intervention Services, Trauma-Informed Schools, and Client Access/Open Access. The Director is responsible for the performance, quality, regulatory compliance, financial sustainability, and strategic growth of these service lines while ensuring timely access to care, effective crisis response, school-based behavioral health services, and seamless transitions across levels of care. Working collaboratively with the Vice President of Clinical Services, executive leadership, medical leadership, program managers, and community partners, this position leads program development, staff performance, quality improvement, and community partnerships that support the agency\'s strategic priorities.

Key Responsibilities

Clinical and Operational Leadership

  • Provide strategic leadership and oversight of Mobile Crisis Intervention Services, Trauma-Informed Schools, and Client Access/Open Access.
  • Ensure programs operate in accordance with agency policies, evidence-based practices, contractual requirements, and applicable state and federal regulations.
  • Promote consistent clinical practices and operational excellence across all assigned programs.
  • Develop and Deliver training on effects of trauma, self care, anti racist practices to school staff and community members/providers.
  • Monitor program quality, access, productivity, utilization, outcomes, and performance indicators.
  • Identify opportunities to improve service delivery, operational efficiency, and the client and family experience.
  • Lead implementation of new initiatives, contracts, and program expansion.
  • Develop and implement operational procedures that strengthen quality, consistency, and service delivery across assigned programs.
Client Access and Continuum Management
  • Oversee Client Access/Open Access, in coordination with the Director of Outpatient, to ensure timely assessment, triage, and referral across all levels of care.
  • Ensure compliance with Enhanced Care Clinic Access requirements for emergent, urgent, and routine access.
  • Determine client assignment and collaborate with program leadership to facilitate timely movement throughout the organization.
  • Collaborate with all clinical programs as well as community providers to ensure coordinated transitions of care.
  • Monitor caseload volumes, wait times, productivity, and access metrics and implement improvement strategies.
  • Participate in the development and expansion of multidisciplinary assessment and intake services.
Clinical Leadership
  • Provide clinical and administrative supervision to program managers, supervisors, and assigned staff.
  • Develop and Deliver training modules on effects of trauma on children and adults, self care, and other relevant topics to staff, school personnel, and community providers.
  • Ensure clinical decision-making reflects trauma-informed, family-centered, and evidence-based practices.
  • Collaborate with the Medical Director and the SVP of Clinical Services regarding complex clinical issues, quality improvement initiatives, and program development.
  • Ensure compliance with Medicaid, the Connecticut Department of Children and Families, Enhanced Care Clinic requirements, and all applicable regulatory and contractual standards.
  • Oversee the maintenance and appropriate release of confidential clinical records.
Personnel Management
  • Recruit, supervise, coach, mentor, and evaluate assigned leadership staff.
  • Establish staffing plans, caseload expectations, productivity standards, and performance goals.
  • Foster a culture of accountability, collaboration, continuous improvement, and professional growth.
  • Interpret agency policies and oversee personnel matters, including leave requests, performance management, and employee development.
Financial and Program Management
  • Collaborate with the Finance Department to monitor program budgets, revenue, expenses, and financial performance.
  • Ensure responsible stewardship of grant and contract funding.
  • Monitor program sustainability and recommend operational improvements to strengthen long-term viability.
  • Participate in annual budget development, forecasting, and strategic planning.
  • Monitor program outcomes and key performance indicators to ensure contractual compliance and financial sustainability.
Quality Improvement and Compliance
  • Partner with Quality Assurance, Research, Compliance, and Operations to monitor program performance and outcomes.
  • Analyze clinical, operational, and financial data to identify opportunities for improvement.
  • Implement quality improvement initiatives and corrective action plans as needed.
  • Ensure timely completion of required reports, statistical summaries, and contractual deliverables.
Community Partnerships
  • Build and maintain collaborative relationships with school districts, the Connecticut Department of Children and Families, the Connecticut State Department of Education, hospitals, pediatric providers, community behavioral health organizations, law enforcement, first responders, municipal agencies, grant partners, and other community stakeholders.
  • Represent CBCCC on local, regional, and statewide committees and collaborative initiatives.
  • Strengthen partnerships that improve access to behavioral health services and coordination of care for children and families.
Strategic Leadership
  • Serve as a member of the agency\'s clinical leadership team.
  • Contribute to organizational strategic planning and implementation.
  • Support grant development, implementation, reporting, and sustainability efforts.
  • Participate in professional development, research initiatives, and special projects.
  • Perform other duties as assigned.

QualificationsEducation

Masters\' degree at minimum in the discipline of social work, marriage and family, professional counselor. A doctorate degree in psychology would also be appropriate.
