Job Overview

  • Virginia Department of Transportation (VDOT) Information Technology Division is seeking a senior Project Manager to manage and deliver complex IT project(s) with multiple teams and work streams coordinated to an aggressive delivery schedule. This project is migrating systems to Azure.
  • Under the program manager, the project manager is responsible for the outcome of the assigned projects.
  • The project manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases:
  • PreSelect, Initiation, Planning, Execution and Control and Closeout.

The selected candidate will: 

  • Serve as a hands-on technical project manager with development staff and business groups. 
  • Coordinate and communicate with ITD management and staff to coordinate work tasks and resourcing. 
  • Communicate timelines and expectations to technical and business staff. 
  • Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
  • Collaborate with technology leads and solution architects to incorporate agency best practices into project plans. 
  • Adhere to VDOT and VITA project management practices and governance requirements; coordinate with VDOT and VITA Project Management Offices. 
  • Maintain project budget, plans, tasks, schedules, risks, and status and disseminate information to team members and customers as defined in the communications plan.
  • Monitor progress by third-party vendors and define and measure their progress with metrics. 
  • Ensure documentation of requirements and use cases, facilitate design workshops for assigned projects. 
  • Ensure definition of test objectives, designed test plans and test cases for assigned projects. 
  • Provide the management of project milestones and deliverables for on-time and on-budget delivery.
  • Define, measure, and clearly communicate progress with metrics. 
  • Support system and application training efforts.


Required:

  • The candidate must have a minimum of 10 years experience managing large projects and a bachelor's degree.
  • Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning).
  • Experience managing large, multi-stream projects.
  • PMP or Qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects. See: http://www.vita.virginia.gov/oversight/projects/default.aspx?id=589


Preferred:

  • Experience in both Agile and Waterfall project management.
  • Agile Scrum Master certification
  • Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)

Required skills:

  • A proven track record of successfully managing large-scale, complex IT projects, with a specific focus on cloud migrations (preferably Azure).
  • Experience managing migration project budgets and schedules.
  • Azure services: Familiarity with a wide range of Azure services, including Azure Migrate, Azure Site Recovery, and Azure Database Migration Service
  • Cloud concepts: A strong understanding of cloud computing principles (IaaS, PaaS, SaaS) and hybrid cloud environments.
  • DevOps: Knowledge of DevOps principles and CI/CD pipelines.
  • Automation: Working knowledge of scripting (e.g., PowerShell, Azure CLI) and Infrastructure as Code (IaC)
  • PMP and Agile/Scrum
  • Communication: Excellent verbal and written communication skills to effectively translate complex technical concepts for all levels of the business
  • Leadership: The ability to guide and motivate cross-functional teams and manage stakeholder expectations.
  • Adaptability: The ability to thrive in a fast- paced, demanding environment and manage multiple concurrent projects.
