This position is also being announced to applicants eligible to apply through Merit Staffing procedures under 26-MOW-12969805-MS.Qualifications:For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below and specialized experience for the specific grade level OR the level of education listed below for the specific grade.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
To be qualified at the GS-7 grade level in Federal service, you must meet at least ONE of the following conditions, as defined below: Specialized Experience or Education.
Specialized Experience: One full year of specialized experience equivalent to the GS-05 grade level in Federal service. Specialized experience is defined as experience providing IT customer service and support in troubleshooting, recovering, and resolving recurring software/hardware problems; coordinating teleconference and distance learning activities; installing new upgraded software; and participating in testing and implementation of information security programs.

Education: Successful completion of one full year of graduate education (18 semester hours or the number of units your school uses to describe one graduate year of academic study) leading to a master's degree in a related field (e.g. computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management) which demonstrates the knowledge, skills, and abilities necessary to do Information Technology Specialist work.
OR
Superior Academic Achievement: Possess a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria.
