Description 

The position is in support (testing) of the UISIm project, a multi-year program effort to redesign, implement, and test business process improvements for the Department of Labor’s customers, partners and internal staff.  UISIm replaces the 40+ year old Unemployment Insurance (UI) legacy computer systems and manual procedures with a new and improved integrated computer system.

Duties 

  • Work as a liaison among NYS Department of Labor Subject Matter Experts and ITS Technical Teams in order to elicit, analyze, communicate, and validate the requirements of business processes, policies, and information systems and for the development of new business process, policies and information systems.
  • Querying, Interpreting and analyzing data to inform decision-making and system improvements.
  • Document business and/or technical processes using flow diagrams, GUI mockups, and supporting documentation
  • Coordinate use cases, process flows and other industry standard business requirements documentation with other requirements teams for seamless process flows and system design.
  • Interact with cross-functional teams (subject matter experts, developers, architects, and database) and staff to ensure requirements are documented and to design and document recommendations for improved business processes that enable the organization to achieve its goals.

  • Assist in the mangement, initial triage, communication, and tracking of incident, defect, and enhanement tickets.

Mandatory Requirements 

  • Experience (12+ Years)
  • Specializes in analyzing, designing and implementing information systems.  Assesses the suitability of information systems in terms of their intended outcomes and liaises with end users, software vendors and programmers in order to achieve these outcomes.  Uses analysis and design techniques to solve business problems using information technology.  Serves as change agent, who identifies the organizational improvements needed, designs systems to implement those changes and trains and motivates others to use the systems.

Requirements 

  • This is an 100% Onsite.
  • 84 months experience leading a team of technical systems analysts in the gathering/analyzing of requirements for a complex project.   Experience must include planning, eliciting, organizing and documenting business process requirements, encouraging stakeholders to resolve issues with design specifications, and evaluating technical solutions that have been implemented and suggesting technical process/design improvements.
  • Example:
    • Extensive System Integration: Analyzing and bridging the gap between several diverse software systems, including legacy, cloud, and custom platforms.
    • Large Data Structures: Querying and documenting complex data flows, data relationships, and high-volume data input/output.
    • Significant Technical Scope: Contributing to the analysis of requirements for substantial custom development or intricate configuration of enterprise solutions.
    • Broad Stakeholder Engagement: Collaborating with several key stakeholders across multiple business units, requiring adeptness in managing diverse and sometimes conflicting needs.
    • Dynamic Working Environment: Adapting to evolving requirements and proactively managing technical risks in a fast-paced, iterative development setting.
  • 84 Months experience in working with project stakeholders to implement solutions (Development team, Business SMEs)by creating/analyzing business requirement document (BRD), software requirement specifications (SRS), business rules, traceability matrix, work flow diagrams, or other business or system requirement artifacts.
  • 60 months experience creating SQL queries to analyze/validate back-end data processing for the purpose of identifying software system defects/anomolies.
  • 48 months experience creating/analyzing workflow diagrams, business process diagrams, and technical process diagrams using MS Visio.
  • 36 months experience creating wireframes for screen mockup/requirement purposes.
