Job description

Summary
This position is located in the Air Traffic Organization (ATO), Mission Support Services, Central Service Area, Planning and
Requirements Group (PRG, AJV-C3). The Planning & Requirements Group (PRG) provides integrated
program planning and analysis, requirements development and management, and program implementation support to assist ATO service units, airport authorities/sponsors, and other FAA organizations.

This group provides work planning data and analysis to support organizational decision making. PRG facilitates planning and integration activities across all levels of the organization.
The incumbent is a District Requirements Specialist who performs ATO planning including communicating activities, milestones and schedules to the Team for a specific geographic area.
The incumbent will perform multiple, varying and complex assignments under minimal direction of a Manager, Project/Program Manager, Team Leader or more experienced Technical Specialist. Acts as a principal Technical Specialist or as a Project Manager or Team Leader for large work activities. Applies experience and comprehensive technical knowledge of NAS procedures, principles, infrastructure and/or facilities, operations and strategic management processes, as well as an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems. Considers the objectives of the major subdivision and Line of Business/Staff Office (LOB/SO) when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.
Supports the identification, validation and prioritization of the National Airspace System (NAS) needs and communicates them to stakeholders for funding and implementation, considering the objectives of the ATO. Performs routine analysis and suggests improvements to the implementation of projects to integrate and align schedules, deconflict activities, identify areas of saturation, minimize cost, minimize system and operational impacts to increase the effectiveness, efficiency and throughput of project execution.
Provides decision makers at all levels with access to similar sets of information so they can make coordinated implementation decisions. Serves as the Service Center focal point for the Technical Operations and Air Traffic Districts and advocates for field facility needs related to corporate investment projects.
Establishes internal FAA cross-functional teams for collaboration and to support the coordination and integration of requirements and projects originating from both internal and external FAA customers. Facilitates discussions with stakeholders to influence changes to their projects/programs that benefit the greater NAS.
Develops integrated project portfolios including Facilities and Equipment (F&E), Operations (Ops) and external stakeholder projects that impact the NAS.
Provides leadership, training, oversight and guidance to Integration Planning Specialists.
Defines, organizes and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.
Contacts are internal and external to the FAA. Often represents the FAA as a senior technical point of contact on projects, programs or other work activities. Communicates results to all levels internally (within an LOB/SO or across LOBs/SOs) and externally.
Broad policies and objectives provide general guidance for addressing issues, but allow for considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the solution requires.

  • Security Requirement: Moderate Risk (5). This position requires completion and favorable adjudication of a background investigation prior to appointment, unless a waiver is obtained. Subject to a 5 year period reinvestigation.

Specialized Experience
Candidates must have one year (52 weeks) of specialized experience equivalent to the (FV-I or FG/GS-13) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience includes: Experience gained in positions within organizations that are responsible for the planning, funding and delivery of capital investment projects at individual sites or groups of facilities and management of the interdependencies between FAA programs. This experience may be acquired through functions such as the acquisitions and development of NAS programs and systems, the development and execution of projects related to the operations and maintenance functions in FAA field facilities and the mitigation of impacts to NAS systems and operations caused by projects executed by external (non-FAA) organizations.
