The State Tax Commission is seeking a Technical Records Specialist 3 to support seasonal staff operations and provide technical expertise for individual and business income taxes. This position will play a key role in supervising and training temporary staff during tax drives, ensuring accuracy and timeliness in return processing, and supporting system testing and process improvements throughout the year.
Duties include, but are not limited to, assisting with recruitment and onboarding, facilitating training for new and returning seasonal employees, reviewing work for accuracy, providing feedback, and maintaining procedures. During non-tax drive season, the position serves as a resource for individual and business income tax processes and assists with project testing and annual updates.
This is an excellent opportunity for someone who has strong organizational skills, attention to detail, effective communication, supervision skills, and the ability to balance multiple priorities while working with staff and stakeholders across the division.
The position is in the Boise Office on the Chinden Campus, 11321 West Chinden Blvd, Building 2.
Job Responsibilities:
- Incumbents explain priorities;
- resolve problems associated with staff assignments;
- schedule jobs to be accomplished; train staff;
- review work to ensure compliance with laws, regulations and policies;
- prepare input into performance evaluations;
- coordinate the interview and hiring process and provide recommendation of candidates for employment; provide work direction and answer questions requiring subject matter expertise;
- track and analyze problems with processes forms, system configurations and develop solutions for management consideration;
- collaborate with IT for systems use and upgrades.
- Review documents to determine appropriate actions, ensure accuracy of computations and compliance with policies and procedures; research, analyze, and resolve complex problems in processing documents;
- correct or reject incomplete or erroneously submitted documents;
- contact customers or other involved parties to explain changes, actions, and errors, or resolve problems and gain compliance;
- question others to obtain or verify information; approve changes and make modifications, adjustments or recalculations;
- assess penalty and interest;
- may approve and issue tax refunds; interpret, apply, and provide information on laws, rules, requirements, and procedures;
- review and analyze legal documents for discrepancies;
- compose letters to address and resolve issues; conduct one-on-one conversations with customers and/or stakeholders to resolve complex discrepancies;
- provide guidance to staff;
- collaborate with others including attorneys, prosecutors, and/or law enforcement;
- advise customers of appeal or protest rights.
- Some knowledge of supervisory practices (Completed a class or seminar lasting more than 1 day specifically covering supervisory practices OR at least 6 months of full-time work experience that included work assignment, direction, and monitoring of staff)
- At least 18 months of full-time work experience managing records
- At least 1 year of full-time work experience interpreting, applying or explaining state or federal laws, rules, and policies
- At least 1 year of full-time work experience researching and reviewing legal documents for compliance with laws to identify complex issues (e.g. court orders, contracts, ownership, deeds, trusts, tax returns, etc)
- Experience creating correspondence and documents using word processing software
