Job Summary:

Position Overview

The Technical Product Manager (TPM) bridges the gap between complex business workflows and technical engineering execution. Operating within GDOT’s enterprise IT environment, the TPM is responsible for assessment of specialized applications, platforms or data product requests. This role requires a blend of business acumen and a deep understanding of technical architecture, system integrations, and data structures.

Core Responsibilities

1.Stakeholder Management & Requirement Engineering

  • Act as the primary liaison between business units (e.g., Engineering, Planning, Operations), executive leadership, and internal/external engineering teams.
  • Lead discovery sessions to uncover and analyze deep user needs, transforming vague business requests into highly structured, prioritized product backlogs.
  • Translate complex business processes into technical specifications, system architecture maps, user stories, and clear acceptance criteria for developers.

2.Technical Leadership & Platform Governance

  • Collaborate closely with enterprise architects, security teams, and database administrators to evaluate technical feasibility, manage system dependencies, and mitigate technical risks.
  • Ensure all product features conform to internal IT governance frameworks, state agency security protocols, and strict regulatory or federal compliance standards.
  • Evaluate APIs, data integration plans, and existing software capabilities within the IT and Transportation Tech markets to determine buy-vs-build strategies.

3.Communication

  •  Establish and enforce a protocol for consistent and detailed documentation for all developed solutions to be used by both internal and external resources (GDOT and suppliers).
  • Document and present status updates to stakeholders and management

4.Continuous Process Improvement & Documentation

  • Identify opportunities to optimize the IT project intake, evaluation, and prioritization processes using data-driven insights.
  • Develop, standardize, and maintain guidelines, templates, operating procedures, and training materials to help business users submit high-quality project requests.
  • Draft formal technical policies, agency guidance documentation, and system regulations for management approval within assigned timeframes.

Preferred Qualifications

  • Experience: 4+ years of product management or technical program management experience, preferably within a government agency, enterprise IT, or transportation technology ecosystem.
  • Technical Acumen: Familiarity with data pipelines, GIS/spatial data systems, cloud infrastructure (Azure/AWS), or enterprise service platforms (e.g., ServiceNow).
