Summary:
The Program Manager serves as the primary point of accountability for execution of the USPTO Asset Management Program, ensuring full compliance with contract requirements, performance standards, and mission continuity. The PM leads integrated operations across asset management, ServiceNow workflows, RFID systems, and reporting functions.
Responsibilities
Essential Job Functions:
  • Serve as primary interface with USPTO OAS, OCIO, and stakeholders
  • Provide overall leadership, oversight, and direction to all program personnel to ensure consistent, compliant, and SLA-driven performance across all asset management operations
  • Develop and implement the Quality Control Plan (QCP) in accordance with contract requirements
  • Ensure compliance with all service-level agreements (SLAs) and key performance indicators (KPIs), including inventory accuracy (≥95-98%), data update timelines (≤48 hours), and timely execution of ServiceNow workflow and ticketing
  • Oversee integrated operations across:
    • Asset Management System of Record
    • ServiceNow workflows
    • RFID tracking systems
    • Ensure system-of-record data integrity and alignment between physical assets and system data through oversight of validation and reconciliation processes
  • Lead risk management, issue resolution, and continuous improvement initiatives
  • Ensure continuity of operations through proactive staffing, risk mitigation, and performance monitoring across all asset management functions
  • Oversee staffing, onboarding, and performance management of program personnel
  • Support continuous process improvement initiatives and compliance with USPTO asset management policies and federal property accountability standards

Qualifications
Necessary Skills and Knowledge:
  • Familiarity with ServiceNow environments, SLAs, and performance metrics
  • Demonstrate excellent written and verbal communication in interpersonal exchanges.
  • Highly organized with great attention to detail.

Minimum Qualifications:
  • 8-12+ years federal program management experience
  • Experience managing enterprise asset management or IT service environments
  • Demonstrated experience with SLA-driven contracts

Preferred Qualifications:
  • PMP certification
