Position Title: Senior Communications Manager

Employment Type: Full-Time / In-House

Division: Florida Department of Transportation (FDOT) District 4 – PLEMO Division

Employer: Quest Corporation of America, Inc.

Quest Corporation of America, Florida’s leading transportation communications firm, is seeking an experienced and Senior Communications Manager to support the Florida Department of Transportation (FDOT) District 4 PLEMO Division.

This embedded role is responsible for developing and implementing strategic communication initiatives that enhance public awareness, stakeholder engagement, and community outreach related to transportation programs and initiatives throughout District 4. The ideal candidate is a strategic communicator who thrives in a fast-paced environment and possesses strong experience in public relations, stakeholder engagement, content development, and digital communications. CANDIDATE MUST RESIDE IN BROWARD COUNTY.

KEY RESPONSIBILITIES

  • Develop and execute communication and public engagement strategies supporting FDOT District 4 priorities.

  • Build and maintain relationships with stakeholders, community organizations, municipal agencies, media partners, and elected officials.

  • Create and manage communication materials including presentations, newsletters, public notices, website content, social media messaging, and educational resources.

  • Coordinate outreach efforts, stakeholder meetings, and community engagement initiatives.

  • Monitor community concerns and provide communication recommendations to leadership.

  • Collaborate with FDOT leadership and internal teams to ensure messaging consistency and strategic alignment.

  • Support public information efforts and maintain positive public awareness of transportation programs.

  • Participate in recurring meetings, provide status updates, and contribute innovative communication solutions.

QUALIFICATIONS

  • Bachelor’s Degree
  • Minimum two (2) years of transportation communications experience supporting a state or municipal agency OR professional experience in Communications, Public Relations, Journalism, Public Information, or Community Engagement.
  • Excellent written, verbal, editing, and presentation skills.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Experience with digital communications platforms, social media, websites, and public outreach initiatives.
  • Proficiency in Microsoft Office Suite, Teams, SharePoint, Monday.com, or similar collaboration tools.
  • Ability to work independently while contributing effectively within a team environment.

TECHNICAL SKILLS

Experience with:

  • Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
  • SharePoint and collaboration tools
  • PDF editing software
  • Video recording and editing software/equipment
  • Social media content creation and publishing

PREFERRED QUALIFICATIONS

  • Transportation or public agency communications experience.
  • Familiarity with FDOT processes and terminology.
  • Video recording and editing experience.
  • Bilingual proficiency (English/Spanish).

WORK ENVIRONMENT

  • Full-time, embedded support role within FDOT District 4 PLEMO Division
  • Office-based environment with hybrid collaboration opportunities
