We are seeking a Senior Analyst to join our team in Washington, DC, in support of the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Law Enforcement Systems and Analysis (LESA) program within the Information Technology Management (ITM) Unit.

The ITM Unit is responsible for developing business requirements that ensure ICE IT systems support operational and reporting needs across Enforcement and Removal Operations (ERO) and other stakeholders. The Senior Analyst will serve as a key liaison between business stakeholders and technical teams to support modernization initiatives, portfolio management activities, and enterprise technology solutions.

Essential Duties and Responsibilities:

  • Author business requirements, technical requirements, user stories, and functional specifications supporting Operations and Maintenance (O&M) and new development initiatives.
  • Represent the Product Owner during Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Develop, maintain, and execute User Acceptance Testing (UAT) plans and test cases, document defects, enhancements, and testing results throughout the Software Development Life Cycle (SDLC).
  • Analyze business processes, operational workflows, and system requirements to identify opportunities for process improvement and system modernization.
  • Facilitate stakeholder meetings, working groups, and requirements-gathering sessions while documenting discussions, action items, and implementation roadmaps.
  • Support IT Portfolio Management activities by analyzing project scope, schedules, requirements, and ICE Systems Lifecycle Management (SLM) documentation.
  • Assist with the preparation of Quarterly Congressional Reports, Executive Steering Committee (ESC) presentations, and executive-level briefings.
  • Provide expertise in database concepts, data warehousing, business intelligence, and data automation technologies supporting enterprise reporting and analytics initiatives.
  • Collaborate with architects, data engineers, and development teams to evaluate technology solutions and infrastructure enhancements.
  • Support data governance initiatives, including metadata management, data quality, and compliance with agency standards and policies.
  • Assist in developing automated processes for data ingestion, transformation, validation, and reporting.
  • Manage project activities, issues, backlogs, and workflows using JIRA or equivalent project management tools.
  • Maintain and update governance repositories, including policies, procedures, meeting materials, charters, and program documentation.
  • Identify project risks, issues, and dependencies and recommend mitigation strategies.
  • Support cross-functional collaboration across LESA and provide timely responses to evolving mission requirements and ad hoc requests.

Work Experience and Job Skills:

  • 3–10 years of experience as a Business Analyst, Systems Analyst, Senior Analyst, or related role supporting federal government IT programs.
  • Experience supporting DHS, ICE, ERO, or other federal law enforcement organizations is highly preferred.
  • Demonstrated experience gathering, documenting, analyzing, and managing business and technical requirements for enterprise applications and systems.
  • Strong understanding of Agile methodologies, including Scrum and Kanban frameworks.
  • Experience developing and managing User Acceptance Testing (UAT) activities and supporting SDLC processes.
  • Experience facilitating stakeholder meetings and collaborating effectively with technical and non-technical teams.
  • Experience supporting IT portfolio management, governance activities, project oversight, and executive reporting.
  • Working knowledge of databases, data warehousing concepts, business intelligence tools, and data automation methodologies.
  • Experience using business intelligence and reporting platforms such as Power BI, Tableau, Qlik, or ServiceNow.
  • Familiarity with enterprise and cloud technologies including AWS, Azure, Salesforce, Appian, ServiceNow, or Palantir Foundry.
  • Understanding of data governance, metadata management, and data quality best practices.
  • Experience using JIRA or similar tools for project tracking, backlog management, and workflow monitoring.
  • Strong analytical, problem-solving, organizational, and critical-thinking skills.
  • Ability to manage multiple priorities and deadlines in a dynamic environment.
  • Ability to work independently and collaboratively within a team environment.
  • Strong attention to detail and commitment to producing high-quality deliverables.

Education:

  • Bachelor's Degree in Computer Science, Information Technology, Information Systems, Operations Management, Business Administration, or a related field is required.
  • Master's Degree or MBA is preferred.

Certificates, Licenses and Registrations:

  • This federal program requires candidates to be United States Citizens.
  • Active ICE clearance is required. Candidates currently holding an ICE clearance or who have held one within the last two years are preferred.
  • Ability to obtain and maintain the required clearance level is a condition of employment.
  • Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) certification is preferred.
  • Agile certifications such as Certified Scrum Master (CSM), PMI-ACP, or SAFe are desirable.

Communication Skills:

  • Must have excellent written and verbal communication skills.
  • Strong ability to communicate complex technical and business concepts to both technical and non-technical audiences.
  • Ability to develop executive-level presentations, reports, and briefings.
  • Demonstrated experience interacting effectively with stakeholders at all levels, including federal leadership.
  • Ability to handle sensitive information in accordance with DHS, ICE, FOUO, and LES handling requirements.
  • Must work effectively in a matrixed team environment.

Travel:

  • Minimal travel anticipated.
  • On-site in Washington, D.C. metropolitan area.

Environmental Requirements:

  • Mainly sedentary; in an office environment.
  • May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours.
