Job description

The Section 8 Specialist completes work needed to review applications, determine eligibility,

process rental assistance in the Section 8 programs managed by CAC. The Specialist works under the

direction of the Housing Assistance Program Manager.

Rental Assistance Functions

๏ฑ Reviewing applications, maintaining waiting lists, informing applicants of eligibility for assistance,

and obtaining necessary verifications to determine eligibility.

๏ฑ Setting up and maintaining detailed applicant, participant, project and program files, and rental

assistance operating manuals.

๏ฑ Entering applications and eligibility information in assistance processing and data base programs,

Spokane Housing Authority Section 8 program

๏ฑ Completing intake and renewal interviews with applicants for rental assistance.

๏ฑ Completing the lease-up process and annual re-certifications

๏ฑ Scheduling Housing Quality Standard inspections.

๏ฑ Assisting with providing community information on rental assistance

๏ฑ Completing program and project reports.

๏ฑ Maintaining and updating program supplies, forms and materials.

๏ฑ Assisting with other rental assistance related work

Departmental Support

๏ฑ Providing recommendations for improving program and project operations and assisting in

program planning, annual work program development, and development of housing project and

program proposals.

๏ฑ Providing back up assistance on family self sufficiency processing

๏ฑ Completing other related tasks assigned by the Housing Assistance Program Manager

Requirements

Knowledge Of

๏ฑ Standard office methods, practices and procedures

๏ฑ Computer spreadsheet, word processing, data management and housing assistance program

software

๏ฑ Effective office, and time management practices

๏ฑ Rental assistance program requirements and procedures

๏ฑ The problems and needs of people with limited income

Ability To

๏ฑ Communicate effectively with people from various social, cultural, educational, and economic

backgrounds

๏ฑ Schedule and monitor multiple processes or projects

๏ฑ Prepare accurate mathematical calculations and financial estimates

๏ฑ Read, comprehend, and follow program procedures, regulations and specifications

๏ฑ Prepare succinct reports that are understandable to a non-technical person

๏ฑ Maintain detailed and accurate project, program and client files

๏ฑUse computer word processing, spread sheet data base, and rental assistance software programs

๏ฑWork well under pressure, work independently, and work as an effective team member

Education and Experience

๏ฑAn A.A. or higher degree in office operations or substitute, for each required year of education, 2years of experience in rental housing assistance or a related field

๏ฑThree or more years of responsible experience including one or more years in secretarial, financialprocessing, bookkeeping, property management or similar work,

๏ฑOne or more years in direct provision of services to the public

๏ฑOne or more years of experience with rental assistance.

Other Requirements

๏ฑInsurability and ability to be bonded

๏ฑWillingness to occasionally travel throughout Whitman County
