What Is a Scrum Product Owner?

A Scrum product owner is responsible for the overall management of product development within the Agile methodology. As a Scrum product owner, you are responsible for establishing the overall vision for the product or service that is being developed, and conveying this vision to the development team who builds the product. At the end of a defined number of sprints, you meet with the development team to determine if the project is on track and identify correctional changes for the next set of sprints. You are responsible for understanding each facet and job role within the Scrum process, ensuring that all team members possess the experience and skills to accomplish their roles, and that all work is contributing toward the success of the project.

What do product owners do in scrum?

A Scrum Product Owner is responsible for defining and prioritizing the product backlog to ensure the development team delivers value. They act as a liaison between stakeholders and the team, making decisions on features and requirements, and often use tools like Jira or Trello to manage work. The role requires strong communication, decision-making skills, and a good understanding of customer needs and business goals.

What are the key skills and qualifications needed to thrive as a Scrum Product Owner, and why are they important?

To thrive as a Scrum Product Owner, you need a solid understanding of Agile methodologies, product lifecycle management, and strong analytical skills, typically supported by relevant experience or a Scrum certification (such as CSPO). Familiarity with tools like Jira, Confluence, and backlog management systems is essential. Outstanding communication, stakeholder management, and decision-making skills set top performers apart. These abilities are crucial for effectively prioritizing work, maximizing product value, and aligning the team with business goals.

How does a Scrum Product Owner balance stakeholder expectations with the development team's capacity?

A Scrum Product Owner regularly collaborates with stakeholders to gather and prioritize requirements, ensuring the product backlog reflects the most valuable work. At the same time, they work closely with the development team to understand capacity and technical constraints, communicating transparently about what can realistically be achieved in each sprint. This balance requires strong negotiation and communication skills, as well as a deep understanding of both business goals and the team's workflow, to deliver maximum value without overloading the team.

Is scrum still relevant in 2026?

Scrum remains a widely used Agile framework for product owners in 2026, supporting iterative development and collaboration. Its principles are integrated into many project management tools and methodologies, making it a valuable skill for managing complex projects and prioritizing product backlogs.

How much do scrum product owners make?

Scrum Product Owners typically earn between $80,000 and $130,000 annually, depending on experience, location, and industry. Senior or certified Product Owners with Agile expertise can earn higher salaries, often exceeding $140,000. Compensation also varies based on company size and the complexity of projects managed.

What are Scrum Product Owners?

Scrum Product Owners are key members of a Scrum team responsible for maximizing the value of the product resulting from the team's work. They manage and prioritize the product backlog, ensuring the development team works on the most valuable features. Product Owners act as a bridge between stakeholders and the development team, clearly communicating requirements and feedback. Their role is essential in ensuring that the delivered product meets user needs and business goals.

Is PMP or scrum better?

For a Scrum Product Owner, Scrum certifications like Certified Scrum Product Owner (CSPO) are more relevant as they focus on Agile and Scrum principles. PMP (Project Management Professional) is a broader certification suited for traditional project management roles and may not emphasize Agile practices. The choice depends on the company's methodology and the specific skills required for the role.

Job description

Opportunity
PeopleTec is currently seeking a Senior Agile Scrum Product Owner to support our Huntsville, AL location.
PeopleTec is seeking an experienced Senior Agile Scrum Product Owner to lead the vision, strategy, roadmap, and product backlog for Crucible, our multi-tenant agentic AI engine. Crucible provides a secure, scalable, platform-agnostic foundation that delivers Knowledge (retrieval-augmented generation), Creation (artifact generation), and governed Action (skill and tool execution) to organizations operating within a hybrid multi-cloud, multi-network digital engineering ecosystem.
The Product Owner serves as the voice of the customer and the primary decision maker for product direction, working in close partnership with the Technical Lead, who owns technical design and architecture. Alongside Scrum Masters, engineers, cybersecurity professionals, and other stakeholders, the Product Owner delivers high-value capabilities through Agile Scrum.
This role owns the Crucible product vision and roadmap, spanning capabilities such as knowledge retrieval, artifact generation, governed actions, multi-tenant onboarding, and overall user experience. The Product Owner defines product direction, maintains a prioritized Product Backlog, and ensures the team is building the highest-value capabilities aligned with customer and mission needs, while relying on the Technical Lead and engineering team for architecture and implementation decisions.
The ideal candidate is first and foremost an exceptional Agile Product Owner who is comfortable partnering with a Technical Lead and engineering team on complex software. Deep technical expertise is not required. The candidate should have enough familiarity with agentic AI, large language models, and modern cloud software to translate customer and mission needs into clear priorities and to make informed trade-off decisions together with the Technical Lead.
Desired Technical Familiarity:
  • The Product Owner is not expected to be a hands-on technical expert. The successful candidate should, however, be conversant enough in the following areas to collaborate effectively with the Technical Lead and engineering team and to make informed product decisions:

Agentic AI & Machine Learning:
  • Large language model (LLM) applications
  • Agentic AI and multi-agent concepts
  • Retrieval-augmented generation (RAG)
  • AI evaluation, quality, and guardrails
  • Responsible and secure AI practices

Modern Software & Cloud Platforms:
  • Hybrid multi-cloud concepts
  • Multi-tenant applications
  • APIs and system integrations
  • Containers and Kubernetes (conceptual)
  • DevSecOps and CI/CD concepts

Identity, Access & Security:
  • Role-Based Access Control (RBAC) and authorization concepts
  • Authentication and identity (SSO / OIDC) concepts
  • Zero Trust and least-privilege principles
  • Data classification and access governance
  • Security and compliance frameworks (e.g., NIST RMF, STIG, FIPS)

Data & Integrations:
  • Databases and knowledge/vector stores (conceptual)
  • Document ingestion and knowledge-base concepts
  • Workflow automation and tool/skill integration (e.g., Model Context Protocol)

Essential Responsibilities:
  • Own and communicate the product vision, roadmap, and strategic direction for the Crucible agentic AI platform.
  • Develop, maintain, prioritize, and continuously refine the Product Backlog.
  • Translate customer and stakeholder needs into well-defined Epics, Features, User Stories, and Acceptance Criteria.
  • Partner closely with the Technical Lead, who owns technical design, architecture, and feasibility, to turn the product vision into an achievable delivery plan and to make informed scope and trade-off decisions.
  • Collaborate with Product Management, stakeholders, and the engineering team to maximize business and mission value.
  • Define, prioritize, and evolve product capabilities, such as:
    • Knowledge retrieval and answer quality (retrieval-augmented generation)
    • Artifact and content generation
    • Governed actions and tool/skill execution
    • Conversation history and context handling
    • Document ingestion and knowledge-base curation
    • Multi-tenant onboarding and program isolation
    • Configuration that lets behavior be tuned without redeploys
  • Work with the Technical Lead to confirm that user stories are feasible, testable, and appropriately scoped, trusting the Technical Lead and engineering team to own architecture and technical design.
  • Prioritize measurable quality targets for AI behavior, such as answer accuracy, trustworthiness, citation compliance, and safety, working with the Technical Lead and evaluation team to define them.
  • Balance customer needs against technical debt, security, and architectural improvements raised by the Technical Lead and engineering team when managing the Product Backlog.
  • Participate in Sprint Planning, Backlog Refinement, Sprint Reviews, Sprint Retrospectives, and Product Demonstrations.
  • Accept completed work based on established Acceptance Criteria and the team's Definition of Done.
  • Collaborate with Scrum Masters to ensure healthy backlog management, sprint readiness, and predictable product delivery.
  • Engage regularly with customers and stakeholders to gather feedback, validate priorities, and refine product direction.
  • Support the planned migration and sunset of predecessor services by prioritizing feature parity and a smooth transition for existing tenants.
  • Measure product success through customer value, mission outcomes, adoption, and operational effectiveness.
  • Champion Agile principles, responsible AI practices, and continuous improvement across the product team.

Qualifications
Required Skills/Experience:
  • 10-15+ years of experience serving as a Product Owner, Product Manager, or similar product leadership role within Agile Scrum environments.
  • Demonstrated success owning complex enterprise software, platform, or data/AI products.
  • Experience partnering with a Technical Lead, architect, or engineering lead to deliver complex technical products.
  • Expert knowledge of Agile Scrum principles and Product Ownership responsibilities.
  • Extensive experience creating and managing Product Vision, Product Roadmaps, Product Backlogs, Epics, Features, User Stories, and Acceptance Criteria.
  • Experience working directly with technical engineering teams.
  • Occasional travel may be required.
  • Excellent written, verbal, facilitation, and stakeholder management skills.
  • Strong analytical, organizational, and prioritization skills.
  • Must be a U.S. Citizen
  • An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire (or the ability to obtain), and the ability to maintain this level of clearance during their employment. Active Secret or Top Secret clearance preferred.

Education Requirements:
  • Bachelor's degree in Computer Science, Engineering, or related discipline.

Desired Skills / Characteristics:
  • Certified Scrum Product Owner (CSPO)
  • Professional Scrum Product Owner (PSPO I or II)
  • SAFe Product Owner/Product Manager (POPM)
  • Experience supporting DoD, Federal Government, or highly regulated environments.
  • Experience owning AI/ML, data, or platform products.
  • Experience delivering products that use retrieval-augmented generation or agentic AI.
  • Experience working with cloud-native platforms.
  • Familiarity with NIST RMF, STIG, and cybersecurity best practices.
  • Experience working within Digital Engineering or Digital Test & Evaluation (T&E) ecosystems.
  • Strategic thinker capable of defining long-term product vision.
  • Strong customer advocate with a passion for delivering mission value.
  • Able to rely on and empower a Technical Lead and engineering team rather than dictating technical solutions.
  • Comfortable working with highly technical AI and engineering organizations.
  • Excellent communicator who can translate business and mission needs into actionable engineering work.
  • Strong facilitation and consensus-building skills.
  • Data-driven and evaluation-driven decision maker.
  • Collaborative leader who thrives in cross-functional Agile environments.
  • Ability to balance innovation, customer needs, technical constraints, and security.
