Job description

PenBay Technology Group is seeking a full-time Program Manager who will be responsible for providing full lifecycle program management support for all activities under the contract. This role ensures effective planning, execution, monitoring, and reporting of all contract tasks while serving as the primary interface with the Federal Aviation Administration (FAA), the Program Office, and the Contracting Officer's Representative (COR). The Program Manager oversees organizational performance, ensures adherence to schedule, cost, and performance objectives, and leads the contractor's program management organization.
Key Responsibilities
Program Management Organization:
  • Establish and maintain a formal program management structure that ensures effective oversight of all contract activities.
  • Provide program control, quality assurance, risk management, and coordination with the government and Program Office.
  • Ensure the organization operates in compliance with contract requirements.

Program Control & Leadership:
  • Serve as the primary point of contact with government representatives, including the Program Office and COR.
  • Provide oversight, planning, scheduling, and control of all contract activities and deliverables.
  • Ensure compliance with schedule, cost, technical, and performance requirements.
  • Lead and manage contractor staff, resources, and subcontractors involved in contract execution.

Contract Management:
  • Coordinate and participate as part of a government-led team to execute contract requirements.
  • Attend and support the customer Kick-Off Meeting to review scope, deliverables, and SOW requirements.
  • Prepare and deliver meeting minutes following kickoff and other program meetings.
  • Ensure tasks are executed efficiently, accurately, and on schedule.

Project Management Plan (PMP):
  • Develop, maintain, and update a comprehensive Project Management Plan (PMP).
  • Define the program's management approach, schedule, risk mitigation strategies, staffing plan, resource allocation, and performance metrics.
  • Provide rationale for organizational structure, resource usage, and staff assignments.

Project Schedules:
  • Create and maintain detailed project schedules that include work breakdown structures, task lists, deliverables, milestones, dependencies, durations, and resource needs.
  • Regularly update schedules to reflect current progress and provide schedule.
  • Monitor performance against schedules and implement corrective actions as needed to maintain project timelines.

Monthly Reporting:
  • Prepare and submit Monthly Status Reports (MSRs).
  • Document task progress, accomplishments, risks, corrective actions, hours by labor category, deliverable status, and financial summaries.
  • Provide updates on previously identified risks and recommend mitigation strategies.
  • Include any additional information required to support effective government oversight.

Program Management Reviews (PMRs):
  • Participate in monthly PMRs with the Program Office and COR.
  • Provide contract, financial, staffing, performance, and accomplishment reports.
  • Present quad charts, subcontractor status, action item updates, and other required program details.
  • Deliver PMR materials.
  • Prepare and deliver PMR minutes.

Quality Assurance:
  • Develop, implement, and maintain a Quality Control Plan (QCP).
  • Establish quality performance metrics, compliance procedures, inspection processes, and corrective action plans.
  • Conduct quality assurance activities and update the QCP as required.

Contract Transition (Transition-In and Transition-Out):
  • Execute the approved Transition-In Plan.
  • Conduct joint inventory with the incumbent and support knowledge transfer and operational handover.
  • Develop and submit the Transition-Out Plan.
  • Participate in final inventories and coordinate complete documentation, asset, and knowledge transfer to the successor contractor.

Requirements
Required Skills & Qualifications:
  • Proven experience managing federal government programs, ideally with FAA or similar agencies.
  • Strong understanding of program and project management practices, including PMBOK or equivalent frameworks.
  • Demonstrated ability to manage cost, schedule, and performance on large, multi-task contracts.
  • Excellent communication skills and experience interfacing with government stakeholders.
  • Experience with schedule management tools, risk mitigation, and quality assurance.
  • Ability to lead teams, manage subcontractors, and oversee complex technical activities.

Salary Description
