Remote Healthcare Human Resources Manager

Columbia River Health | Boardman, Oregon
Full-Time | Primarily Remote with Occasional On-Site Support
Salary: Approximately $100,000 Annually, Based on Experience

Please Apply Through Rural Staffing Services

Columbia River Health has partnered directly with Rural Staffing Services to manage the initial recruitment, screening, and candidate vetting process for this position.

Please apply through Rural Staffing Services rather than applying directly to Columbia River Health.

Every application submitted through RSS is personally reviewed before qualified candidates are introduced to the organization's leadership team. This process saves Columbia River Health valuable time and resources, reduces duplicate applications, and allows its leaders to remain focused on supporting employees, patients, and the community.

Applying through RSS does not create an additional barrier. It gives candidates a knowledgeable recruitment partner who will:

  • Personally review your experience
  • Speak with you about the position and organization
  • Help determine whether the opportunity and rural healthcare environment may be the right fit
  • Present qualified candidates directly to Columbia River Health's leadership team
  • Help keep communication moving throughout the interview and hiring process

Candidates who apply directly to Columbia River Health may be redirected to Rural Staffing Services to complete the initial screening process.

When you apply through RSS, your rรฉsumรฉ is not simply disappearing into an application system. It is being reviewed by a real person who understands rural healthcare and is committed to finding the right fit for both the candidate and the community.

This Is More Than an HR Manager Role

Columbia River Health is seeking an experienced healthcare Human Resources Manager who understands that strong rural healthcare organizations are built by strong, supported people.

This is not a general corporate HR position.

The selected leader will help assess, rebuild, organize, and strengthen the organization's human resources foundation. This will include updating the employee handbook, improving policies and processes, supporting employee relations, advising leadership, reducing organizational risk, and mentoring the on-site HR assistant.

The position may be performed primarily remotely. Occasional travel to Boardman, Oregon, will be coordinated based on organizational needs and the selected candidate's location.

Direct human resources experience within a Federally Qualified Health Center, critical access hospital, or both is required.

This is a firm requirement.

Columbia River Health needs someone who already understands the regulations, workforce challenges, operational realities, and close-knit culture of rural healthcare.

Why This Community

Boardman is located in northeastern Oregon along the Columbia River. The community offers the connection and familiarity of rural living while remaining accessible to surrounding communities, regional services, outdoor recreation, and the natural beauty of the Pacific Northwest.

Columbia River Health serves Boardman and neighboring communities throughout the region. Its work helps ensure that individuals and families can receive essential healthcare close to home.

The community depends on Columbia River Health, and Columbia River Health depends on having thoughtful, consistent, and well-supported human resources practices for the people delivering that care.

About Columbia River Health

Columbia River Health is a nonprofit Federally Qualified Health Center dedicated to providing high-quality, compassionate, patient-centered healthcare.

The organization provides comprehensive healthcare services designed to support the whole person, including primary care, behavioral health, pharmacy services, financial assistance, Medicaid enrollment support, and additional community resources.

Its mission is supported by values that include:

  • Community
  • Compassion
  • Excellence
  • Integrity
  • Respect
  • Transparency

Columbia River Health serves a diverse patient population and works to ensure that high-quality care remains accessible to the rural communities it serves.

What You Will Do

As Human Resources Manager, you will provide both strategic leadership and hands-on HR support across the organization.

Your responsibilities will include:

  • Assessing the organization's current human resources structure, policies, practices, and areas of risk
  • Leading a comprehensive review and rebuild of the employee handbook
  • Updating HR policies to align with current federal and Oregon employment requirements
  • Ensuring policies reflect the regulatory and operational needs of a Federally Qualified Health Center
  • Creating practical and consistent human resources processes that employees and leaders can understand and follow
  • Reviewing onboarding, orientation, offboarding, personnel file, and documentation practices
  • Supporting employee relations matters with professionalism, fairness, discretion, and sound documentation
  • Conducting or supporting workplace investigations when necessary
  • Guiding managers through coaching, corrective action, performance improvement, and employee concerns
  • Advising executive leadership on workforce strategy, organizational culture, compliance, and risk
  • Reviewing job descriptions, employee classifications, compensation practices, and reporting structures
  • Supporting recruitment, retention, workforce planning, and employee engagement efforts
  • Helping leadership identify HR concerns before they become larger organizational issues
  • Supporting compliance with employment laws, healthcare regulations, and organizational policies
  • Creating tools, templates, workflows, and educational resources for managers and employees
  • Providing leadership, training, and mentorship to the on-site HR assistant
  • Building the HR assistant's confidence, knowledge, and ability to manage daily HR responsibilities
  • Participating in occasional on-site meetings, training, implementation work, or employee support as needed
What You Will BringRequired Qualifications
  • Significant professional human resources experience within a healthcare environment
  • Direct HR experience within a Federally Qualified Health Center, critical access hospital, or both
  • Demonstrated experience developing or substantially revising employee handbooks and workplace policies
  • Strong knowledge of federal employment laws and human resources compliance requirements
  • Knowledge of Oregon employment law or the ability to quickly become fully knowledgeable
  • Experience managing employee relations, investigations, corrective action, performance management, and sensitive workplace concerns
  • Experience advising executives, department leaders, supervisors, and frontline managers
  • Experience independently leading an HR rebuild, restructuring, or process-improvement initiative
  • Strong written communication, documentation, and policy-development skills
  • Experience coaching or mentoring an HR assistant, coordinator, or developing HR professional
  • Ability to work independently in a remote environment while remaining responsive, accessible, and connected
  • Ability and willingness to travel occasionally to Boardman, Oregon
  • A leadership style grounded in discretion, consistency, accountability, kindness, and trust
Preferred Qualifications
  • Bachelor's degree in human resources, business administration, healthcare administration, or a related field
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification
  • Experience supporting a small, rural, or resource-limited healthcare organization
  • Experience with FQHC compliance, HRSA-related workforce requirements, or federally funded healthcare environments
  • Experience helping an organization through leadership, operational, or cultural transition
  • Experience creating manager training, performance evaluation systems, and standardized HR workflows

Equivalent combinations of education, certification, and highly relevant rural healthcare HR experience may be considered.

Who Will Thrive Here

The right person for this role will understand that rural healthcare human resources requires both expertise and heart.

You may be a strong fit if you:

  • Know how to create structure without creating unnecessary bureaucracy
  • Can explain complex employment requirements in clear, practical language
  • Are comfortable stepping into an organization that needs assessment, organization, and thoughtful change
  • Approach employee concerns with both compassion and accountability
  • Understand that consistency and transparency build trust
  • Enjoy mentoring others rather than keeping all HR knowledge to yourself
  • Know when a policy needs to be rewritten and when a meaningful conversation needs to happen
  • Can support leadership while also protecting employees and the organization
  • Respect the history, relationships, and culture that exist within a rural healthcare team
  • Want your work to leave an organization stronger than you found it
Why This Role Matters

In a rural healthcare organization, human resources touches every part of the patient experience.

When employees understand expectations, managers have the tools to lead, concerns are handled fairly, and policies are current and usable, healthcare teams can focus more fully on serving their patients.

This Human Resources Manager will help Columbia River Health build that foundation.

Your work will support:

  • Employee trust
  • Leadership development
  • Workforce stability
  • Organizational compliance
  • Recruitment and retention
  • A stronger workplace culture
  • The continued delivery of healthcare services in the community

This is an opportunity to create systems and resources that will continue helping the organization long after the initial rebuild is complete.

Compensation and Work Structure

The anticipated salary for this position is approximately $100,000 annually, depending on the selected candidate's education, certifications, depth of healthcare HR experience, and direct experience within Federally Qualified Health Centers and critical access hospitals.

This is a full-time position that may be performed primarily remotely.

The selected candidate will be expected to travel occasionally to Boardman, Oregon, for meetings, training, implementation work, employee support, or other organizational needs. The frequency and structure of on-site support will be discussed during the interview process.

Final compensation, benefits, remote-work expectations, and travel requirements will be determined based on the selected candidate and organizational needs.

A Place to Lead, Mentor, and Make a Difference

This is a meaningful opportunity for an experienced healthcare HR professional who wants to do more than maintain an existing system.

You will have the opportunity to:

  • Strengthen policies
  • Improve organizational processes
  • Mentor an emerging HR professional
  • Support leadership
  • Build employee trust
  • Reduce organizational risk
  • Create resources that employees and managers can truly use

You do not have to live in Boardman to make an impact there.

You do need to understand rural healthcare, value genuine relationships, and be willing to become a trusted partner to the people serving this community.

How to Apply

Please apply directly through Rural Staffing Services rather than applying separately to Columbia River Health.

RSS is managing the initial review and candidate vetting process on behalf of the organization. Qualified candidates will be personally contacted and introduced directly to Columbia River Health's leadership team.

Applicants should submit a rรฉsumรฉ that clearly identifies experience in the following areas:

  • Federally Qualified Health Centers
  • Critical access hospitals
  • Rural healthcare organizations
  • Employee handbook and policy development
  • Healthcare employee relations
  • Employment law and compliance
  • Leadership advising
  • HR mentoring and team development

One application. One point of contact. A more thoughtful hiring process for everyone involved.

Work Where It Matters

At Rural Staffing Services, we do more than forward rรฉsumรฉs.

We personally review candidates, learn their stories, understand their experience, and help determine whether the organization, leadership team, role, and rural community may be the right fit.

Our process saves rural healthcare organizations time and money while giving candidates a real person to communicate with throughout the process.
