Fractional HR Generalist – Part-Time (10+ Hours/Week)


Position Summary

We are seeking an experienced Fractional HR Generalist to support our growing organization on a part-time basis (minimum 10 hours per week). This role is heavily focused on full-cycle recruiting and talent acquisition, while also providing strategic and operational HR support, including benefits administration, HR compliance, employee relations, management coaching and HRIS management.

The ideal candidate will have strong knowledge of Virginia labor and employment laws, experience working with BambooHR or a similar HRIS platform, and familiarity with the regulatory requirements associated with Virginia security services organizations. Preference will be given to candidates with prior experience in the IT services, technology, cybersecurity, or Managed Service Provider (MSP) industries.


Key Responsibilities

Recruiting & Talent Acquisition

  • Lead full-cycle recruiting efforts, including sourcing, screening, interviewing, and onboarding candidates.
  • Develop and execute recruiting strategies to attract high-quality talent.
  • Manage job postings within BambooHR and other platforms as needed.
  • Coordinate hiring manager interviews and provide candidate recommendations.
  • Build and maintain a pipeline of qualified candidates for current and future staffing needs.

Human Resources Operations

  • Administer and maintain HR processes, policies, and employee records.
  • Provide guidance on employee relations, performance management, and management coaching.
  • Ensure compliance with federal, state, and local employment laws.
  • Assist with onboarding and offboarding programs.
  • Support employee handbook updates and HR policy development.

Benefits Administration

  • Manage benefits enrollment, changes, and annual open enrollment processes.
  • Serve as liaison with benefits brokers and insurance providers.
  • Support employee questions regarding health, dental, vision, retirement, and other benefit programs.
  • Assist with benefits compliance and reporting requirements.

HR Compliance

  • Maintain working knowledge of Virginia employment law and HR compliance requirements.
  • Ensure HR practices align with applicable labor laws and regulations.
  • Support compliance documentation, audits, and recordkeeping.
  • Assist with employment-related risk management and policy enforcement.

HRIS Management

  • Administer and optimize BambooHR or similar HRIS platforms.
  • Maintain accurate employee records and reporting.
  • Recommend process improvements and automation opportunities.
  • Generate HR, recruiting, and workforce analytics reports.

Required Qualifications

  • 5+ years of progressive Human Resources experience.
  • Demonstrated success in recruiting and talent acquisition, preferably in a high-growth environment.
  • Hands-on experience with BambooHR or comparable HRIS systems.
  • Strong knowledge of Virginia labor laws and employment regulations.
  • Experience administering employee benefits for small to mid-sized businesses.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work independently and provide strategic HR guidance.
  • Availability for a minimum of 10 hours per week.

Preferred Qualifications

  • Prior experience supporting IT companies, Managed Service Providers (MSPs), cybersecurity firms, or technology organizations.
  • Experience recruiting technical and professional services positions.
  • Familiarity with government contracting or regulated service industries.
  • Experience creating and implementing HR policies and procedures.

Special Requirements

  • Must be eligible for and maintain Virginia DCJS approval/registration.
  • Ability to pass applicable background screening requirements, if required.

Engagement Details

  • Type: Fractional / Contract Consultant
  • Schedule: Minimum 10 hours per week
  • Work Location: Remote with availability during normal business hours
  • Compensation: Hourly, Net 30 terms
