Regional Operations Director (Mobile Technical Services)


Reports To:National Operations Director

Position Overview

The Director, Regional Operations leads the Mobile Technical Services (MTS) regional team to enhance client property value and user satisfaction through effective operational management, financial control, asset management, and employee development. This role requires comprehensive understanding of mechanical and electrical systems, building infrastructure operations, construction and maintenance practices, resource planning, client relations, and detailed financial projection, analysis, and reporting.

Key Responsibilities

Management and Operations

Manage all operational aspects of Mobile Technical Services at regional and property levels to protect, maintain, and improve owner asset value through efficient operation and maintenance processes. Manage hazard control and team safety practices, ensure compliance with local codes and regulations, and pass MTS operations audits. Implement and manage preventive, ongoing, and anticipated maintenance/repair programs. Manage service vehicle fleet operations to deliver cost-effective fleet operation, tracking, analyzing, and reporting on all fleet operations levels. Support client teams in developing and implementing multi-year capital project plans applicable to MTS scope of services. Manage mobile resources in effective support of client projects and maintain routine client interface to ensure satisfactory service delivery. Manage regional team performance through work performance metrics, trending, and CMMS reporting. Implement and manage procurement policies and processes for regional engineering team. Effectively manage implementation of new client portfolio operations into region. Interface with Labor Union representation to manage union labor resources in compliance with applicable Collective Bargaining Agreements and lead labor negotiations for CBAs in respective region. Manage team Human Resource requirements to ensure compliance with all employee action processes and policies.

Employee Development

Ensure ongoing team training participation, effective analysis of existing skill levels, and overall improvement of team technical qualifications. Consistently evaluate client needs to identify and develop team skill sets focused on delivering increased value.

Financial Performance

Manage regional P&L and all operating expenses to budgeted levels. Manage capital projects in timely, cost-effective manner at budgeted levels. Forecast revenue, operational expenses, and capital expenses. Effectively manage labor resource billing to ensure effective and timely billing of all resources. Manage risk associated with labor resources and client labor utilization.

Additional Responsibilities

Manage other aspects of regional operations as reasonably expected of the role. Ensure effective and timely communication within the team.

Required Skills
  • Bachelor's degree in technical field (engineering, maintenance, construction, or related discipline)
  • Minimum seven years leadership experience in facility maintenance and engineering management
  • Proficiency in MS Excel, Word, and PowerPoint
  • Knowledge of facilities engineering operations and maintenance
  • Proficiency in financial performance analysis, projection, and reporting
  • Knowledge of accounting processes
  • Demonstrated leadership, interpersonal, and customer service skills
  • Outstanding written and oral communication skills
  • Ability to effectively multi-task
  • Experience managing union labor resources and Collective Bargaining Agreements
  • Experience with Computerized Maintenance Management Systems (CMMS)
Preferred Skills
  • Advanced degree in engineering, facilities management, or related field
  • Experience managing large-scale mobile technical services operations
  • Experience with fleet management systems and operations
  • Financial management certification or advanced training
  • Experience with multi-site regional operations management
  • Strong understanding of capital project planning and execution
  • Experience in procurement and vendor management

Estimated compensation for this position:

129,000.00 - 150,000.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
