Job description

Recruiting Manager
JOB PURPOSE
This position leads the company's recruiting function by developing recruiting strategies, managing recruiting operations, and leading the recruiting team to attract, hire, and retain qualified talent. This role partners closely with Driver Operations, terminal leadership, and Human Resources to support workforce planning, improve recruiting performance, and deliver an exceptional candidate experience while ensuring compliance with company policies and applicable federal, state, and local laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Include but are not limited to:
  • Assess external labor market conditions and recruiting trends to support workforce planning and hiring strategies.
  • Develop and implement effective, economical recruiting channels, sourcing methods, and recruiting strategies.
  • Lead, coach, develop, and evaluate recruiting team members while fostering a culture of accountability, collaboration, and continuous improvement.
  • Establish recruiting goals, department objectives, and performance expectations aligned with company hiring needs.
  • Develop budgets, policies, and procedures in collaboration with the Talent Office Vice President; manage expenditures and report on variances.
  • Manage the recruiting, onboarding, and orientation scheduling processes for all employees.
  • Oversee the day-to-day candidate engagement process to ensure a positive and consistent candidate experience.
  • Review new applications and ensure qualified candidates are routed to the appropriate hiring managers in a timely manner.
  • Continuously monitor recruiting activity to ensure compliance with company policies, employment laws, and DOT regulations.
  • Prepare, post, and monitor job advertisements and recruiting campaigns using the most effective sourcing methods.
  • Analyze recruiting metrics, labor market trends, hiring statistics, and source effectiveness to identify opportunities for continuous improvement.
  • Develop reports, presentations, and recommendations for leadership regarding recruiting performance, market conditions, and strategic initiatives.
  • Research and benchmark recruiting practices against competitors and industry best practices.
  • Manage the employee referral program and other recruiting initiatives.
  • Partner with Driver Operations, terminal leadership, and Human Resources to develop recruiting and retention strategies that support operational staffing needs.
  • Work closely with Information Systems to improve recruiting technology, reporting, and process efficiency.
  • Assist terminal leadership in developing recruiting goals, workforce plans, and hiring strategies.
  • Gain and maintain knowledge of DOT and FMCSA regulations, employment laws, recruiting best practices, and industry trends.
  • Travel to company locations, recruiting events, and other business meetings as required.
  • Perform special projects and other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor's degree in Business, Human Resources, or a related field preferred. An equivalent combination of education, training, and relevant experience may be considered.
  • Broad management or supervisory experience.
  • Experience leading high-volume recruiting operations.
  • Knowledge of recruiting practices and applicable federal, state, and local employment laws.
  • Demonstrated ability to build and maintain effective working relationships across all levels of the organization.
  • Strong leadership, communication, coaching, and organizational skills.
  • Ability to analyze recruiting data and develop strategic recommendations.

COMPUTER EQUIPMENT AND SOFTWARE REQUIREMENTS
  • Must be able to effectively operate computer systems to complete essential job functions.
  • Advanced proficiency in Microsoft Excel, Word, and Outlook.
  • Experience with Workday, Tenstreet, Smartsheet, or similar recruiting technologies preferred.

ADDITIONAL PREFERRED QUALIFICATIONS
  • Experience leading CDL driver recruiting teams.
  • Transportation, trucking, tanker, or logistics industry experience.
  • Knowledge of DOT and FMCSA regulations.
  • Experience using recruiting metrics and analytics to drive recruiting performance.

SUPERVISORY RESPONSIBILITIES
This position provides direct leadership for recruiting personnel, including coaching, performance management, employee development, and workload management. The Recruiting Manager also partners with Driver Operations, terminal leadership, and Human Resources to achieve departmental and company hiring objectives.
