Job description

Job Title: Proposal Manager
Location: 8201 Greensboro Dr, Suite 500E, 5th Floor, McLean VA - 22102 (Hybrid Working - 2-3 days in office)

Job Description: We are seeking a highly skilled and detail-oriented Proposal Manager to lead and manage the complete proposal lifecycle. This includes working closely with the Business Development (BD) and Capture teams to develop win themes, making go/no-go recommendations, and ensuring the submission of compliant, high-quality proposals. The ideal candidate possesses exceptional technical writing, organizational, and communication skills, as well as a deep understanding of federal procurement processes and tools.

Roles and Responsibilities:

  • Manage the end-to-end proposal lifecycle, including RFI responses, white papers, resumes, and past performance citations.
  • Interpret RFP requirements and develop proposal templates, outlines, compliance matrices, production checklists, and bid and proposal budgets.
  • Ensure compliance with federal procurement regulations (FAR/DFARS) and manage the full RFP lifecycle, from solicitation analysis to final submission.
  • Collaborate with internal teams and partners to develop compliant, high-quality proposals that align with federal government requirements.
  • Lead the development of proposals for federal IT contracts, ensuring all content meets compliance and quality standards.
  • Coordinate and collaborate with Capture Managers, Proposal Coordinators, Subject Matter Experts (SMEs), Program Managers, and Support Leads.
  • Research and organize solutions and reusable content for proposal submissions.
  • Edit, format, and review documents to ensure compliance with RFP requirements and corporate quality standards.
  • Lead proposal meetings, including Kick-Off Meetings, Color Team Reviews, and Proposal Reviews.
  • Develop and maintain proposal schedules and report progress to stakeholders.
  • Ensure accurate and compliant proposal submissions, adhering to editorial specifications and branding standards.
  • Participate in and contribute to the upkeep of Proposal Operations reference databases, including Proposal Content, Graphics, Past Performance, and Reusable Assets.
  • Manage proposal document production, including printing, binding, CD Rom creation, and shipping.
  • Collect and compile lessons learned to improve future proposal processes.

Qualifications:

  • Minimum 3 years of experience working on federal government IT proposals.
  • Experience with proposal operations reference databases, such as Graphics and Reusable Assets.
  • Strong understanding of federal proposal compliance, procurement processes, and RFP development best practices.
  • Demonstrated ability to develop win themes and go/no-go recommendations.
  • Advanced knowledge of proposal production tools and techniques.
  • Certification in proposal management or technical writing is a plus.
