Job Summary
JCS is seeking a skilled Proposal Technical Writer to support the development of compelling, compliant, and customer-focused proposals in response to federal government solicitations. This role is responsible for translating complex technical, management, and operational concepts into clear, persuasive proposal content that aligns with solicitation requirements and company capabilities. What you will do:
  • Write, edit, and refine proposal content for federal government solicitations, including technical, management, staffing, transition, past performance, and executive summary sections.
  • Analyze RFPs, RFIs, RFQs, and related solicitation documents to understand requirements, evaluation criteria, and compliance needs.
  • Work closely with capture managers, proposal managers, solution architects, subject matter experts, and operational leaders to gather information and develop proposal responses.
  • Translate technical approaches, methodologies, and discriminators into clear, customer-focused narrative.
  • Ensure proposal content is compliant, well-structured, accurate, and aligned with win themes and messaging.
  • Support storyboarding, content planning, and proposal review cycles, including pink, red, gold, and final reviews.
  • Edit content for clarity, grammar, consistency, tone, and readability while maintaining technical accuracy.
  • Incorporate proposal graphics, tables, and callout text in coordination with design and production teams.
  • Maintain and reuse proposal content libraries, boilerplate, resumes, and past performance materials where appropriate.
  • Support continuous improvement of proposal writing processes, templates, and content standards.
  • Assist with post-submission lessons learned and content archival for future use.

What you will bring:
  • Bachelor's degree in English, Communications, Journalism, Technical Writing, Business, or a related field, or equivalent relevant experience.
  • 5+ years of experience in proposal writing, technical writing, or federal proposal development.
  • Experience supporting proposals for U.S. federal agencies, preferably within DoD, civilian, or national security environments.
  • Strong ability to write and edit clear, persuasive, and compliant proposal content.
  • Experience interpreting government solicitations and aligning responses to stated requirements and evaluation factors.
  • Excellent written, verbal, and organizational skills.
  • Strong attention to detail and ability to manage multiple deadlines in a fast-paced proposal environment.
  • Proficiency in Microsoft Office Suite, especially Word, PowerPoint, and Excel.
  • Ability to work collaboratively with cross-functional teams and senior leadership.

Preferred Qualifications:
  • Experience in government contracting, professional services, IT, cybersecurity, cloud, or digital modernization proposals.
  • Familiarity with Shipley-based proposal processes or similar proposal development methodologies.
  • Experience supporting large, complex, and strategic bids.
  • Ability to interview SMEs and independently draft first-round content from discussions and source material.
  • Active security clearance or eligibility for clearance, if required.
