Position Description:

The Proposal Group Manager plays a critical role in supporting the consistency, quality, and effectiveness of proposal development across the company. This position leads day-to-day RFP coordination and workload management, while building strong partnerships across teams and shaping how proposal processes, tools, and standards are developed, communicated, and adopted. Success in this role requires sound judgment, strong organizational skills, and the ability to influence respectfully but firmly, balancing collaboration with accountability. The ideal candidate enjoys building partnerships, creating structure where needed, and communicating clearly to help teams stay aligned and successful in a fast-paced environment.

Typical responsibilities include:
  • Managing proposal workload, quality, and standards:
    • Manage day‑to‑day proposal workload allocation in coordination with Area Proposal Leads, Proposal Graphics Manager, and proposal staff; monitor incoming requests and assign resources based on capacity and priority.
    • Track Go Review processes and level‑of‑effort assignments; follow up on approvals and provide direction to risk reviewers and project managers as needed.
    • Lead the development and maintenance of proposal standards, best practices, templates, and supporting processes in collaboration with marketing leadership.
    • Manage proposal QA/QC and compliance efforts, including quality reviews of proposals, presentations, and closeout materials; evaluate feedback from proposal staff, technical staff, and leadership to refine processes while maintaining consistency and quality.
    • Guide and monitor the use of AI tools in proposal development; collaborate with SMEs to address quality concerns, maintain prompt libraries, and support appropriate use.
    • Balance responsiveness to proposal support requests via established processes, priorities, and capacity, providing clear rationale when requests cannot be accommodated as proposed.
    • Exercise professional judgment to discuss strategic pursuit decisions, promoting alignment with business and workload strategy in a manner that maintains trust and positive working relationships.
  • Training, adoption, and professional development:
    • Develop, implement, and refine proposal training programs in collaboration with Area Proposal Leads and other marketing leadership.
    • Promote adoption of proposal processes, tools, and standards by reinforcing expectations, providing practical guidance, and addressing barriers to effective use.
    • Develop and deliver proposal development training for Proposal Specialists and Area Proposal Leads; support Grow Business training within Marketing and with technical staff.
    • Serve as a periodic senior reviewer for Proposal Specialists and a Red Team reviewer for larger pursuits as needed.
Education:
  • Bachelor’s degree in Communications, Marketing, or related field.
Skills/Experience:
  • 10 years of relevant professional experience
  • Demonstrated ability to lead process improvement, training development, and change adoption in a collaborative environment
  • Strong judgment and interpersonal skills to support goals while enforcing standards and priorities
  • Excellent organizational and communication skills at all levels
  • Strong data and document management skills
  • Familiarity with InDesign, Adobe Acrobat, CRM/database software, Microsoft Word, Outlook, PowerPoint, SharePoint, and Teams
