Position Overview:

The S2 proposal operations manager leads the development and submission of comprehensive business proposals in response to government solicitations. This role requires coordinating a multidisciplinary team to craft compelling narratives that showcase the organization's capabilities, value proposition, and competitive advantages. A proposal manager must ensure that each proposal is compliant with the RFP guidelines, meticulously organized, and delivered within strict deadlines. They are responsible for managing the proposal schedule, overseeing content creation, conducting reviews for quality assurance, and ensuring alignment with company policies and customer requirements.  The proposal manager acts as a liaison between the proposal team, management, and ancillary functions, providing clear communication and updates throughout the proposal process.

Essential Responsibilities:

  • Supports Business Development with artifacts, deliverables, and advice during early pursuit period
  • Works seamlessly with Business Development, Capture Manager, Program Manager, Program Engineer, and others in the development of pursuit artifacts proposal responses
  • Assumes responsibility for development and delivery of proposal artifacts, including:
    • Ensures proposal efforts are properly staffed
    • Develops and implements detailed proposal schedule
    • Conducts status meetings to ensure coordinated proposal activities and issues identification and resolution
    • Assigns Book Bosses to proposal volumes and checks progress
    • Ensures win themes, discriminators, and ghosting requirements are allocated and met
    • Ensures proposal activities are scheduled and tracked, providing status to management
    • Ensures proposal volume writing, graphics, formats, and layouts are complete, compliant and compelling
    • Manages thorough in-process reviews, ensuring feedback is integrated into the response
    • Ensures compliance to all RFP requirements, including generation of compliance matrixes
  • Coordinates proposal post-delivery activities (customer inquiry/EN/DR responses, etc)
  • Leads team to maintain Proposal Reference Library including parsed content, lessons learned inputs, and list of Opportunity Sharepoints.

Qualifications:

  • Bachelor's Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Ability to obtain a security clearance

Preferred Qualifications: 

  • Proposal management experience
  • APMP or Shipley certification
  • Writing, editing and desktop publishing experience
  • Expert MS Office skills
  • Defense and/or aerospace industry experience
