Job description

Position Overview

We currently have an excellent opportunity available for a hybrid/remote Proposal Manager position to focus on supporting opportunities for a variety of EA's service lines in state and local markets.

Responsibilities

Analyze the requirements of assigned state and local pursuits (RFQs, RFPs, RFI short-list presentations, etc.) across all EA service lines.
Prepare detailed outlines to produce proposals using solicitation instructions and evaluation criteria.
Draft proposal templates and content including: resumes, qualifications, project descriptions, etc.
Develop and manage proposal schedule and deadlines.
Manage and prepare proposal submittal documents from start to finish.
Facilitate development of win themes and ensure incorporation throughout submittal.
Support subcontractors, resume, and project selection using an understanding of scope requirements.
Organize, manage, and participate in proposal color reviews, proposal graphics including covers, diagrams, organizational charts, maps, infographics, icons, etc.
Conduct thorough reviews of proposal content to ensure accuracy, completeness, compliance, readability, and alignment with client needs and evaluation criteria.
Identify and address potential risks and challenges associated with proposals.
Learn EA systems and services to efficiently generate and analyze reports to aid in submission development.
Coordinate with internal resources across corporate supporting departments (legal, human resources, finance), and technical/operational departments as needed for proposal development.
Prepare material and support development of short-list presentations/interviews.

Required Qualifications

BA or BS Degree in communications/journalism/marketing/business or technical-related field
3-5 years experience performing proposal management engineering or environmental is desired.
Experience in coordinating, preparing, and completing standard government format and custom proposals.
Ability to collaborate with technical staff and external partners.
Proficiency with creative marketing materials.
Strong attention to detail, organizational, and logistical skills.
Excellent verbal and written communication skills.
Proficiency in MS Office Suite, Teams, and Adobe.
Demonstrate ability to work both independently and lead a proposal team of diverse skills (technical, legal, operational, contractual)
Willingness to work in non-standard business hours occasionally as needed.
Position can be in-office, hybrid, or remote. May need to travel occasionally to office for in-person meetings or reproduction.

Note:  This position requires specific driving duties. You must be able to pass a motor vehicle records check required by our insurer.

Desired Qualifications

Knowledge of State and Local market sector is preferred.
Professional certification in proposal management (e.g., APMP Certification) is a plus.
Experience with customer relationship management (CRM) software and/or proposal management software (e.g., Deltek, Unanet, or similar tools) is preferred.
Experience using AI prompts for content generation and review.
