Program Overview

Supports RIVA's Bid & Proposal organization by leading full lifecycle Federal proposal development activities.

Position Overview

Leads compliant, schedule-driven proposal efforts for Federal RFPs, RFQs, Task Orders, and RFIs while coordinating cross-functional teams and ensuring successful submissions.

Core Responsibilities
  • Lead full lifecycle proposal management using Shipley-based processes.
  • Develop proposal schedules, compliance matrices, and outlines.
  • Facilitate kickoff meetings, standups, and color team reviews.
  • Coordinate SMEs, pricing, capture, contracts, and teaming partners.
  • Manage proposal graphics and desktop publishing.
  • Conduct compliance and quality reviews before submission.
  • Maintain proposal libraries and reusable content.
  • Conduct lessons learned and process improvements.
Minimum Qualifications
  • Bachelor's degree or equivalent experience.
  • 5-8 years of Federal proposal management experience.
  • Shipley proposal methodology experience.
  • Strong leadership, organization, and communication skills.
  • Microsoft 365 proficiency.
  • Ability to manage multiple concurrent proposals.
Preferred Qualifications
  • APMP Foundation certification or higher.
  • Shipley trained.
  • Experience with AI proposal tools.
