The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. 

We have a near-term need for a Sr. Space Program Management Analyst to provide onsite support out of Norfolk, VA.

Responsibilities

We are seeking a qualified candidate to support the NATO Allied Command Transformation (ACT) Space Branch Program Management Team (PMT) in the delivery, synchronization, and implementation of the NATO Space Capability Program Plan (CPP) across all program tranches and associated projects. The candidate will coordinate program execution activities across HQ SACT, SHAPE, AIRCOM Space Theatre Component (STC), NCIA, NSPA, NATO nations, and commercial partners to ensure alignment of capability development activities, priorities, dependencies, and implementation timelines. Support the development and maintenance of program management artifacts, including project proposals, implementation plans, program reviews, risk registers, dashboards, schedules, and capability roadmaps. Help synchronize Operational Space Support (OSS), Space Domain Awareness (SDA), and Space Domain Coordination (SDC) capabilities; identify and assess program risks, interdependencies, and critical paths; and coordinate with NCIA architects, PMT subject matter experts, national representatives, and operational stakeholders to support program coherence, architecture development, requirements refinement, and analyses of alternatives. Contribute to program governance, PMT meetings, Bi-SC coordination activities, senior leader engagements, experimentation, wargaming, demonstrations, and exercises, including Arctic Sentry and Cosmic Sentinel. Support NATO engagement with industry and commercial space providers in support of NATO's Commercial Space Strategy and the integration of relevant commercial capabilities, services, data, and technologies. Develop reports, briefings, analyses, program status updates, and recommendations for ACT Space Branch leadership, and directly support the Branch Head and Contracting Officer's Technical Representative (COTR). Perform effective collaboration within a multinational and multidisciplinary environment and may require travel to meetings, conferences, exercises, and related activities for up to 30 days per year.

Qualifications

Required:

  • Bachelor's degree in Science.
  • Active NATO or National SECRET clearance with the appropriate national authority for the duration of the contract.
  • 5+ years of experience within NATO capability development, program management, or defense acquisition.
  • Demonstrated knowledge of NATO Space policy, CPP governance, and PMT processes.
  • 3+ years operational knowledge of C2 systems within the last 10 years either as a military officer or as a civilian.
  • 3+ years in the last 10 years a sound knowledge of Capability Development and Management processes in the C2 area.
  • Experience supporting multinational programs and senior-level governance bodies.
  • Program and Project Management experience in the past 10 years within a complex and dynamic program environment.
  • Working knowledge of Configuration Management methods and practices.
  • Working knowledge of Capability Architectures.
  • Experience with IBM Rational DOORS or equivalent (provide certificates).
  • Able to work fully onsite based on client needs.
