Job Description

AECOM is seeking a Program Controls Director to step into a critical leadership role overseeing some of our most complex, high-profile programs. This position is designed for a seasoned program controls leader who can operate at a strategic level while ensuring disciplined execution across large, multi-project environments.

In this role, you will provide senior-level oversight and direction for program controls, partnering closely with executive leadership to align cost, schedule, risk, and performance with overarching program objectives. You will lead coordination across diverse project teams, navigate interdependencies, and ensure consistent, data-driven decision-making through clear, authoritative communication with stakeholders at all levels.

This is an opportunity to shape how major transportation, water, and aviation programs are governed-driving accountability, efficiency, and long-term value-while leading and developing high-performing program controls teams within a global organization.

This person will be responsible for but not limited to the following:

  • Oversee and direct Program Controls for large-scale, strategically significant, and highly complex programs.
  • Provide authoritative senior-level guidance for program controls activities, ensuring strict adherence to strategic objectives established by executive leadership.
  • Spearhead coordination efforts across multiple projects within the program, guaranteeing seamless integration and unwavering alignment with overarching program goals.
  • Conduct thorough analyses to identify and address critical interdependencies between projects.
  • Deliver expert counsel and rigorous oversight to project controls teams, ensuring meticulous management of individual project elements.
  • Orchestrate precise and effective communication between project teams, stakeholders, and senior leadership, delivering comprehensive and actionable intelligence.
  • Implement and maintain stringent control measures to safeguard program integrity and ensure optimal resource allocation.
  • Develop and enforce standardized processes to enhance program efficiency and effectiveness across all project phases.
  • Conduct regular, in-depth program performance assessments and risk analyses, providing strategic recommendations for course corrections when necessary.
  • Cultivate a culture of accountability and excellence within the program controls team, fostering continuous improvement and professional development. 
  • Orchestrate clear, concise, and authoritative communication between project teams, stakeholders, and senior leadership, delivering insightful and actionable updates. Ability to present to multiple stakeholders.
Qualifications

Minimum Qualifications:

  • BA/BS in Project Management, Engineering, or Business plus 10 years of related experience or demonstrated equivalency of experience and/or education, including 2 years of leadership.

Preferred Qualifications:

  • 15 years of related experience or demonstrated equivalency of experience
  • Master's degree in Project Management, Engineering, or Business
  • Strong experience with Project Management Information System (PMIS)
  • Experience with large transportation, water, and aviation infrastructure 
  • Experience in integration of controls - scope, cost, schedule, risk reporting
  • Experience in PowerBI report tailoring for program specific needs
