Your primary objective is to establish a cohesive, North America-wide strategy for workforce development for our client. Your responsibilities encompass driving talent attraction strategy and development, ensuring a positive customer and candidate experience. Success in this role is contingent upon your ability to build and sustain productive relationships with our client and strategically utilize the resources of Acara Solutions to enhance the program outcomes.

Your effectiveness depends on genuine collaboration with our client, leading and nurturing a competent team, engaging with partner suppliers, and actively participating in the broader industry landscape. Responsibilities extend to overseeing the Company's staffing program for the customer, which involves managing customer service, coordinating the recruitment delivery of contract/temporary employees, supervising support staff, and acting as the primary point of contact for addressing customer and contractor issues. Essential Duties and Responsibilities:
  • Assist with developing and implementing a customer service plan following contractual terms and conditions, customer requirements, and company policy to place contract employees at customer worksites across Canada and the US.
  • Provide program leadership to instill trust and influence with key customer stakeholders
  • Collaborate with the customer's Temporary Workforce Lead to establish recruiting scope and deliverables and cascade the information to key stakeholders and sub-vendors as per the predefined SLAs
  • Schedule and facilitate internal & external meetings with the appropriate stakeholders.
  • Provide weekly, monthly, quarterly, and ad-hoc reporting on financials, headcount, tenure, attrition, and other defined recruiting KPIs.
  • Partner with the Temporary Workforce Lead to create, manage, and troubleshoot workflows within the VMS tool.
  • Coordinate intake meetings with the Temporary Workforce Lead, hiring managers, Acara's recruiting leadership, and sub-vendors.
  • Liaise internally with the appropriate Workstream Leads to identify, mitigate, and address challenges/ potential risks.
  • Participate in customer workforce planning discussions and cascade the information to key business stakeholders as needed.
  • Support internal staff with customer audits on an as-needed basis.
  • Supervise on-site administrative activities, including personnel administration, payroll/billing, quality program compliance, matters involving other temporary agencies working with customer, internal security program compliance (if applicable), report generation and maintenance of appropriate files following Company policy
    • Maintain set benchmark as set forth by the Company
    • Ultimately responsible for contractor placement, onboarding, orientation, and termination
    • May provide timekeeping and payroll administration, including documenting requirements, submittals, etc.
      Other Duties:
    • Oversee administrative supervision of assigned contract employees
    • Establish customer/associate supplier/contract employee relations through frequent contact and various activities
    • The Senior Program Manager may also be responsible for training and mentoring other staff
    • Comply and adhere to all ISO policies and procedures
    • Submit periodic reports to management as requested
    • Responsible for various other administrative and supervisory duties as directed by the Company



:Qualifications and Skills:

Required:

  • Bachelor's degree and relevant experience
  • Prior HR and/or recruiting experience, including a solid understanding of HR laws
  • Ability to provide excellent customer service to both internal and external customers
  • Superior consulting, leadership, management, interpersonal, and mentoring skills
  • Bilingual in French & English (written & verbal)
  • Must have a valid driver's license, a good driving record, and a serviceable vehicle suitable for business
  • MS Excel proficiency and general MS Office familiarity
  • Ability to travel monthly with Canada and to the US
  • Domestic and international (US) business travel is required to represent the company as business needs dictate.

Preferred:

  • Prior managerial and staffing industry experience
  • Experience using Vendor Management Systems, Fieldglass experience a plus
  • Familiarity with US and Canadian HR laws
