The Director, Strategic Initiatives and Program Management, Quebec oversees the execution of the Bank's growth strategy in the Quebec market. The incumbent reports directly to the President, Quebec, and works in strong partnership with the Scotiabank QC leadership team and with key Scotiabank stakeholders nationally. The main responsibility is to ensure the successful execution of our Grow QC strategy through the planning, deployment, enablement, and rigorous execution of key initiatives. Scope spans across all business lines operating in the province of QC (Canadian Banking, Wealth Management, Global Banking & Markets) as well as corporate functions supporting business lines (marketing, communications, HR, finance, risk, legal, etc.) 

Is this role right for you? In this role, you will: 

  • Work closely with the Quebec Executive Team, Key Scotiabank stakeholders nationally and Corporate functions to design and implement the Grow Quebec Strategy for the Bank
  • Ensure that the portfolio of strategic initiatives remains aligned with our overall strategy and that the successful achievement of key results from our target OKRs correlates to the achievement of our stated objectives. Highlight divergences and work with the team to adjust where required
  • Ensure optimal planning, resourcing and execution of initiatives that support our strategy. Manage and escalate resourcing discrepancies as required.
  • Establish and maintain a clear and effective execution measurement and communication framework
  • Ensure all initiatives under management will follow sound project management principles and governance structure.  Align with the Enterprise Project Delivery framework as well as other enterprise/industry standards and best practices.
  • Act as a key liaison between business groups to ensure continuous collaboration and shared outcomes.
  • Manage a small team of professionals to ensure coherent execution and maximize direct/indirect P&L impact
  • The team will manage a complex and diverse portfolio of strategic and operational initiatives with large number of interdependencies, often involving multiple internal and external constituents and matrix partners across all business lines and corporate functions.  
  • Typical programs involve multi-year and multi-phase execution phases requiring complex planning and execution cycles.  
  • Consolidate and report Quebec program/project status to business and functional stakeholders to monitor critical path, assess potential risks that could significantly impact project performance, escalate critical issues up to senior management.
  • Contribute to the formation of a highly disciplined execution culture within Scotiabank QC by defining, documenting and disseminating project management best practices, with the goal of standardizing methodology and enhancing execution discipline across Scotiabank's Quebec business portfolio
  • Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Create an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.  


Do you have the skills that will enable you to succeed? We'd love to work with you if you have: 

  • Undergraduate degree in Business Administration, Commerce, Strategy, Finance, Economics, or a related field.
  • MBA or Master's degree considered an asset.
  • PMP, or equivalent certification considered an asset.
  • 10-15+ years of progressive experience in strategy execution, transformation, program management, management consulting, banking, or related fields.
  • Demonstrated experience managing complex portfolios involving multiple workstreams, stakeholders, dependencies, and competing priorities.
  • Experience leading teams of project, program, strategy, or execution management professionals.
  • Experience supporting executive-level decision making and working directly with senior executives (SVP, EVP, Executive Committee level).
  • Experience in developing and implementing OKR, KPI, or balanced scorecard frameworks to drive strategic execution
  • Working knowledge of Banking and Wealth Management products and services, is desirable
  • Proven experience in Financial analysis 
  • Excellent communication skills with the ability to effectively articulate perspectives and recommendations to stakeholders at all levels of the Bank. Strong verbal and written communication skills are essential in both French and English.
