Job description

Duties Description Under the supervision of an Associate Capital Program Analyst, the Local Programs Bureau is seeking to fill one (1) position that will assist in the responsibility for technical and administrative oversight of federal programs, working with the Regional Offices and local municipalities/agencies. Specific duties include, but are not limited to:
? Provide guidance to Regional staff and local sponsors regarding federal funding eligibility, requirements and processes;
? Assist in the review and oversight of Federal Highway Administration (FHWA) compliance assessments, ensuring adherence to federal aid regulations;
? Assist with the administration of Emergency Relief (ER) funding as needed, ensuring compliance with federal disaster recovery procedures;
? Support Regional staff and local sponsors in applying for ER funding, documenting damages, and coordinating with the FHWA;
? Track and report on ER project progress, including financial management and obligation tracking;
? Respond to inquiries from local agencies, consultants, regions, and federal partners regarding ER and other local federal aid programs;
? Support the development of performance metrics for local federal aid programs;
? Assist in organizing workshops, webinars, and training sessions on federal funding programs;
? Assist with the administration of the Transportation Alternatives Program (TAP), ensuring compliance with federal requirements and managing programmatic funding allocations;
? Support local project sponsors with TAP project development, application review, and implementation guidance;
? Assist in the preparation of guidance documents and procedural updates related to federal funding requirements;
? Work with Regions to answer questions and provide guidance on programs;
? Monitor program specific Mailboxes and route accordingly;
? Assist with state aid programs as requested.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Trainee 1 Level: Capital Program Analyst Trainee 1:
Four years of experience reviewing individual capital projects against state and federal guidelines to determine eligibility for funding and to evaluate projects according to established criteria; monitoring the impact of project changes for their effect on expenditures; approving requests to obligate federal highway funds for capital project phases that have been authorized; assisting in the development and implementation of control and evaluation systems by determining statistical and financial measurements; explaining state and federal guidelines; modifying management systems in response to changes in legislation, regulations, and guidelines; and evaluating capital project cost information to prepare budget requests for capital funding.
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience

the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
