Job description

ICF is seeking a detail-oriented and collaborative Senior Pricing Associate to join our Corporate Pricing Team. In this role, you will support the development of accurate, compliant, and competitive pricing solutions for ICF proposals while taking on increased ownership of standard pricing activities and routine proposal pricing support. You will work with pricing team members, operations teams, capture managers, contracts, finance, subcontractors, and proposal professionals to review solicitation requirements, build and quality-check pricing models, organize cost inputs, and help prepare clear and defensible cost and business proposals for federal, state, local, and commercial clients.
This role is best suited for an experienced associate who can execute standard pricing work with growing independence, apply judgment to routine pricing questions, identify and escalate more complex issues, and help support newer team members. The successful candidate will bring strong Excel skills, analytical curiosity, attention to detail, professionalism, and the ability to balance multiple assignments in a deadline-driven proposal environment.
Key Responsibilities
  • Support the development of timely, accurate, compliant, and competitive cost and business proposals that help ICF compete effectively and deliver strong value to clients.
  • Review requests for proposals and related documents to identify pricing requirements, evaluation criteria, submission instructions, compliance considerations, assumptions, and potential issues.
  • Build, maintain, update, and quality-check standard pricing models, including labor, other direct costs, travel, subcontractor costs, indirect rates, fees, and escalation assumptions, with limited oversight.
  • Collect, organize, and review cost inputs from operations, subcontractors, finance, contracts, and other stakeholders to support complete and accurate pricing submissions.
  • Perform standard cost analyses, variance checks, and pricing summaries to support proposal reviews, internal approvals, and stakeholder decision-making.
  • Document pricing assumptions, methodologies, supporting rationale, and open questions so proposal teams and reviewers can understand how pricing supports the proposed technical approach.
  • Participate in pricing strategy discussions, proposal reviews, color team reviews, and internal approval processes by preparing supporting materials and responding to routine reviewer feedback.
  • Coordinate with cross-functional stakeholders to resolve routine pricing questions, clarify inputs, and support timely proposal delivery.
  • Identify and escalate complex pricing, compliance, modeling, or schedule concerns to pricing leadership or senior team members.
  • Share knowledge, answer routine questions, and provide informal support to newer pricing team members as needed.
  • Contribute ideas to improve pricing templates, tools, quality controls, and processes that support consistency, compliance, and efficiency across proposals.

Basic Qualifications
  • Bachelor's degree in Business, Accounting, Finance, Economics, Mathematics, or a related field, or equivalent professional experience in lieu of a degree.
  • Experience supporting pricing, cost analysis, financial analysis, proposal development, government contracting, professional services pricing, or related business operations.
  • Proficiency with Microsoft Excel, including formulas, data organization, workbook review, quality checks, and the ability to work with detailed pricing models.
  • Strong analytical, organizational, and problem-solving skills, with the ability to work accurately with financial, operational, and proposal data.
  • Clear written and verbal communication skills, including the ability to summarize assumptions, inputs, analyses, and open questions for pricing team members and proposal stakeholders.
  • Attention to detail, sound judgment, and the ability to manage multiple assignments, follow structured processes, and meet deadlines in a fast-paced proposal environment.
  • Ability to work core hours Monday through Friday, 9:00 a.m. - 5:00 p.m. Eastern Time.

Preferred Qualifications
  • Exposure to government contracting, proposal development, professional services pricing, cost accounting principles, and the Federal Acquisition Regulation.
  • 2+ years of relevant experience
  • Experience building, updating, or quality-checking pricing models for labor, other direct costs, travel, subcontractors, indirect rates, fees, escalation, or profitability.
  • Experience reviewing solicitation instructions, pricing templates, evaluation criteria, contract requirements, and compliance considerations.
  • Ability to prepare standard cost analyses, variance checks, pricing summaries, and supporting documentation for proposal reviews or internal approvals.
  • Experience using Microsoft Office tools, including Word, PowerPoint, Teams, Outlook, and Adobe Acrobat.
  • Collaborative approach with the ability to work effectively with cross-functional teams, ask thoughtful questions, resolve routine issues constructively, and escalate complex matters appropriately.
  • Curiosity, initiative, and a desire to continue growing within pricing, finance, proposal development, government contracting, or business strategy.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$73,770.00 - $125,408.00
