Natural Resource Justice team; Corporate Accountability and Worker Justice team; Government Relations & Public Policy team; Strategy & Insights Hub; Grants Management Hub; Gender & Climate Justice Hub; Institutional Fundraising & Partnerships; Finance; Oxfam country and regional teams in Latin America, Africa and Asia. Works closely with external stakeholders including coalitions, networks, partners, academics and consultants.

PURPOSE OF THE POSITION

The Policy Advisor supports Oxfamโ€™s Natural Resource Justice (NRJ) global program. They will work with the NRJ Associate Directors to provide program implementation, grants management, policy analysis, research and advocacy support, in line with Oxfamโ€™s natural resource justice agenda. They will work closely with country and regional programs to support in-country policy analysis, research and campaign efforts. They will support internal coordination around restricted grants which include subgrants to multiple countries and regions and contribute to donor communications and reporting. They will support Oxfamโ€™s learning agenda by documenting program impact and lessons learned to inform future advocacy.

They will identify advocacy opportunities in the U.S. and across priority countries, with the U.S. government, extractive industry companies, financiers and international financial institutions, and multilateral initiatives and international processes to promote human rights and transparency and accountability of the oil, gas and mining sectors. They will provide program logistical support as needed.

PRIMARY RESPONSIBILITIES

โ€ขDevelop and implement advocacy strategies to influence U.S. government, companies, investors, international financial institutions and others engaged in the extractive industries.
โ€ขProvide strategy and technical accompaniment to regional and country offices in support of policy and campaign ambitions on extractive industries.
โ€ขCoordinate internally within the Oxfam confederation to support country-led advocacy and link program work with broader influencing work.
โ€ขUndertake policy and political analysis to strengthen Oxfamโ€™s understanding of and ability to influence extractive industries sector.
โ€ขMonitor developments on inequality, human rights violations, and corruption related to extractive industries to identify leverage and influencing opportunities.

โ€ขSupport research efforts with the goal of increasing program influence and impact.
โ€ขAnalyze and synthesize MEL data to feed into quarterly reviews, annual strategy reviews, annual impact reflections, external evaluations, program review, tracking of outputs/outcomes, and foundation grant reports.
โ€ขSupport fundraising initiatives and donor engagement, including drafting donor reports and learning and impact products.
โ€ขPartner in representing Oxfam externally at relevant conferences, events and meetings.
โ€ขProvide program backstopping and logistical support as needed.

Qualifications

EDUCATION

โ€ขBachelorโ€™s degree in political science, government, international affairs, or a development related discipline or equivalent combination of education, experience, and training.

EXPERIENCE AND CORE COMPETENCIES

โ€ขMinimum 3 - 5 years of relevant and progressive experience in policy, advocacy and campaigns.
โ€ขExpertise in global, regional and national trends regarding extractive industries, human rights, transparency and inequality issues.
โ€ขDemonstrated experience writing and executing advocacy plans with measurable milestones.
โ€ขFamiliarity with U.S. government foreign policy and practice.
โ€ขStrong project management skills.
โ€ขExperience with monitoring, learning and evaluation.

โ€ขAbility to communicate effectively, including strong writing and public speaking skills.
โ€ขAbility to work cooperatively, in a fast-paced environment, and in a cross-cultural setting with a number of long-distance working relationships.
