Job description

Job Description
SAIC is seeking a Program Manager (PM) to lead the Positioning, Navigation, and Timing (PNT) Systems Engineering & Integration (SE&I) Team. A successful candidate will support the team with a focus on leadership of a technical program, the scope of which includes coordinating and leading resolution of issues, conducting product technical assessments, mentoring staff, and ensuring engineering tasks are tracked and accomplished. A PM is additionally responsible for aligning program priorities with SAIC's business objectives by collaborating with senior level SAIC leaders by managing financial planning, tracking, and reporting as well as supporting business processes and operations.
PNT SE&I provides engineering, integration, technical analysis, and subject matter expertise (SME) support to the US Space Force. The PNT SE&I team works in a high-paced environment with Govt personnel and system developers to ensure GPS remains the gold standard for positioning, navigation, and timing.
Duties:
  • Management and review of program execution required to meet or exceed performance work statement (PWS) requirements for technical, schedule, cost, and quality performance, as well as hiring, supervision, and performance assessments.
  • Champion process improvement and innovation, adapt proven and effective practices to identify impediments and/or mitigate risks to effective program execution, ensure effective communication and collaboration across the team.
  • Drive technological innovation to ensure solutions delivered to customers are cutting-edge and data driven.
  • Provide leadership and direction to meet customer, program, and quality requirements.
  • Maintain cognizance of relevant technical issues and concerns and provide recommendations.
  • Engage with appropriate internal and customer teams to document resolution and ensure engineering tasks are tracked and accomplished.
  • Conduct assessments to ensure solutions are integrated and effectively meet customer needs prior to delivery.
  • Identify opportunities to leverage corporate staff, processes or tools and ensure the proper collection of metrics to measure execution effectiveness.

Qualifications
Requirements:
  • Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
  • 12+ years of Program Management or leadership experience on complex systems.
  • Active TS/SCI Clearance.
  • Demonstrated leadership skills in the Aerospace or DoD working across space, ground segment organizations to coordinate and identify system integration requirements that ensure end-to-end mission performance requirements are met.
  • Experience serving as a team, project or program manager on performance-based contracts for the U.S. Government, experience developing cost and schedule deliverables and managing to baseline costs and schedules to include the identification and management of risks, demonstrated experience working with Air Force/DoD customers in an acquisition environment, with space and/or ground systems.
  • Experience writing and delivering documents and briefings.
  • Demonstrated interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams.
    Desired:
  • Global Positioning System mission and systems knowledge and experience.
  • DoD or NRO programs space and ground systems engineering.
  • Model-Based Systems Engineering (MBSE) and/or Software engineering systems experience.
  • Modeling, Simulation, and Analysis (MS&A) of complex systems and/or systems of systems.
  • Agile execution methods and tools experience.
  • Experience with Other Transaction Authority, commercial contracting, and/or other novel contracting approaches.
