Reports to: Superintendent




Primary Purpose

Provide leadership and oversight for the financial and business operations of Pineywoods Community Academy. Direct the daily operations of the Business Office to ensure sound financial management, regulatory compliance, and efficient business practices. Oversee budgeting, accounting, purchasing, cash management, financial reporting, PEIMS financial compliance, and internal controls while ensuring compliance with Texas Education Agency (TEA) requirements, federal and state regulations, and Board policy.

Serve as the Superintendent's primary advisor on financial and business matters by providing accurate financial information, budget analysis, and strategic recommendations that support the charter school's mission and long-term financial sustainability.


Qualifications

Education/Certification

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field required
  • An equivalent combination of education and extensive experience in Texas public school or public charter school finance may be considered.
  • Certified Texas School Business Official (CTSBO), (RTSBO), (RTSBA), or comparable certification preferred

Special Knowledge and Skills

  • Extensive knowledge of Texas public charter school finance and school accounting practices
  • Thorough knowledge of the Texas Education Agency Financial Accountability System Resource Guide (FASRG)
  • Knowledge of TEA Foundation School Program funding and charter school finance
  • Working knowledge of PEIMS reporting requirements and the relationship between PEIMS and school funding
  • Knowledge of federal and state grant administration and compliance
  • Knowledge of purchasing laws, procurement procedures, and contract management
  • Knowledge of the Texas Public Funds Investment Act
  • Experience with Ascender Business software
  • Strong knowledge of budget development, accounting, cash management, financial reporting, and internal controls
  • Ability to analyze financial data and prepare comprehensive financial reports
  • Ability to interpret laws, regulations, Board policy, and administrative procedures
  • Excellent communication, leadership, organizational, and interpersonal skills

Experience

  • Minimum five (5) years of progressively responsible experience in finance, accounting, or business management
  • Minimum three (3) years of supervisory experience
  • Experience in Texas public education finance required
  • Experience in a Texas public charter school preferred

Major Responsibilities

Financial Management

  • Direct the daily operations of the Business Office.
  • Develop, administer, and monitor the annual operating budget.
  • Prepare monthly financial statements and budget reports for the Superintendent and Board of Directors.
  • Monitor revenues and expenditures throughout the fiscal year and recommend budget amendments.
  • Develop long-range financial projections and assist in strategic financial planning.
  • Ensure all accounting records comply with Generally Accepted Accounting Principles (GAAP), FASRG, and TEA requirements.
  • Maintain accurate general ledger records and oversee all accounting functions.
  • Ensure timely payment of accounts payable and other financial obligations.
  • Oversee cash management and investment of charter school funds in accordance with Board policy and the Public Funds Investment Act.
  • Coordinate the annual independent financial audit and implement recommendations resulting from audit findings.
  • Develop and maintain effective internal controls to safeguard charter school assets.

PEIMS and Financial Compliance

  • Oversee the financial components of PEIMS reporting to ensure accuracy and compliance with TEA requirements.
  • Supervise the PEIMS Coordinator and collaborate to ensure student and financial data accurately supports state funding.
  • Ensure timely submission of all required TEA financial reports.
  • Monitor changes to TEA financial reporting requirements and implement necessary procedures.
  • Coordinate financial reporting for state and federal grants.
  • Maintain compliance with all applicable federal, state, and local regulations.
  • Experience preparing and monitoring enrollment-based revenue projections and state funding estimates.

Purchasing and Business Operations

  • Oversee all purchasing and procurement activities.
  • Ensure compliance with state purchasing laws, Board policy, and competitive procurement requirements.
  • Review and approve purchasing procedures and financial transactions.
  • Monitor vendor contracts and purchasing activities.
  • Ensure Business Office operations are conducted efficiently and effectively.

Budget Administration

  • Coordinate the annual budget development process.
  • Assist administrators with budget planning and monitoring.
  • Prepare budget forecasts and financial analyses.
  • Recommend budget amendments as needed throughout the fiscal year.

Personnel Management

  • Supervise, evaluate, and develop Business Office staff.
  • Foster a collaborative, customer-service-oriented department.
  • Recommend employment actions including hiring, assignment, discipline, and termination in accordance with charter school policies.

Other Duties

  • Remain current on changes in school finance laws and regulations.
  • Attend professional development and required training.
  • Perform other duties as assigned by the Superintendent.
