POSITION OVERVIEW:
This position is responsible for the functional support of the PeopleSoft Human Capital Management (HCM) platform v9.2 Time and Labor Processing, Support and Payroll Processing.
The ERP HCM Functional Analyst is responsible for supporting, analyzing, configuring, and enhancing PeopleSoft HCM applications to meet business and operational needs. This role partners with HR, Payroll, Time and Labor, and technical teams to deliver functional solutions, troubleshoot issues, and support ongoing ERP initiatives. The ideal candidate will possess strong functional knowledge of PeopleSoft HCM modules, particularly Human Resources, Time and Labor, Payroll for North America, and Commitment Accounting, along with the ability to collaborate effectively across business and technical teams.
Job Responsibilities:
  • Coordinate with end-users to understand business needs and requirements
  • Assist in the analysis and design of PeopleSoft deliverables based on business requirements
  • Create and support the generation of functional specifications
  • Educate and advise Harris County staff on PeopleSoft HCM functionality, with emphasis on Human Resources /Time and Labor / Payroll/Commitment Accounting.
  • Collaborate with technical teams to develop, test, and document enhancements and modifications
  • Possess a strong blend of functional and technical knowledge, particularly in Time and Labor, Payroll for NA Processing
  • Identify underlying records and retrieve data on an ad-hoc basis, as needed
  • Ensure project deliverables meet business requirements
  • Adhere to established methodology, controls, and quality standards
  • Ability to work independently with minimal supervision as well as collaboratively in a team environment.

Requirements
Education:
  • Associate Degree or higher degree from an accredited college or university

Experience:
  • A minimum of seven (7) years of techno-functional experience supporting Payroll and Time & Labor operations in PeopleSoft version 9.1 or above
  • Experience with PeopleSoft Payroll for North America Or Similar ERP

Knowledge, Skills & Abilities:
  • Skill in facilitating requirements meetings and in accurately understanding and interpreting requirements from Business requirements.
  • Ability to translate ERP business requirements into Functional Design documents.
  • Ability to do research and analysis independently and work on System related Proof of concepts.
  • Skill in troubleshooting production issues and in the use of troubleshooting and analytical tools and methodologies.
  • Thorough knowledge of Software Life Cycle management and Change management methodology.
  • Skill in mapping business processes and comparing those processes to ERP best practices

  • Must possess excellent interpersonal and written/oral communication skills.
