Job description

Position Objective: GAP Solutions is hiring a Project Manager to lead a 38 person Federal HR team delivering staffing, recruitment, benefits, and personnel processing services to the U.S. Department of Health and Human Services (HHS). You'll serve as the single point of accountability for a contract supporting the daily HR needs of 22,000 HHS employees across seven operating divisions, including a mission critical push to hire 3,000+ new Federal employees over the next two fiscal years.

Duties and Responsibilities:

  • Lead a 38 FTE Federal HR workforce across position management, recruitment, eligibility, onboarding, retirement and benefits, and personnel processing.
  • Serve as the single point of contact for the HHS Contracting Officer, COR, and Government Program Manager with full authority to commit GAP.
  • Own contract performance, staffing, quality control, risk management, and monthly deliverables.
  • Direct six functional team leads and coordinate surge staffing through GAP's 50+ Federal HR Specialist pipeline.
  • Deliver on strict QASP performance metrics with a track record of accuracy, timeliness, and customer satisfaction.

Basic Qualifications:

  • Bachelor's degree in HR, Business, Public Administration, or related field (Master's preferred)
  • 10+ years Federal HR experience across the full HR lifecycle
  • 5+ years program or contract management on Federal contracts
  • 5+ years leading Federal HR teams of 20+ personnel
  • Deep expertise in USA Staffing, USAJOBS, USA Hire, eOPF, EHCM, ServiceNow, and NFC
  • Working knowledge of OPM Qualification Standards, Delegated Examining, Merit Promotion, Direct Hire, veterans' preference, and special hiring authorities ย 
  • Experience with FERS, CSRS, TSP, FEHB, FEGLI, FEDVIP, FLTCIP, FSAFEDS ย 
  • Ability to obtain HHS Moderate Risk Public Trust (MRPT) suitability

Preferred Qualifications:

  • Delegated Examining Unit (DEU) Certification โ€” current or prior
  • SHRM SCP / SHRM CP
  • SPHR / PHR
  • IPMA SCP / IPMA CP
  • PMP ย certification preferred
  • Prior experience supporting Federal clients
  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
