POSITION SUMMARY:   

Under minimal supervision, the Medical Materials Manager directs and manages all warehouse support service activities supporting the Navy Medical Readiness Logistic Command’s (NMRLC) Expeditionary Medical System (EXMED) mission. Employees in this job class performs tasks involved in the receiving, shipping, storing (stowing), selecting (picking) supply turn-in (disposal), packing (kitting and stuffing) or unpacking (downloading) and inventory of general or specialized material and equipment. The Medical Materials Manager will utilize the Defense Medical Logistics Standard Support (DMLSS) database, or Hospital Information Management System (HIMS) database, or other DoD authorized system to accurately account for and process the Table of Allowances (TOA) which are sometimes also referred to as Authorized Medical Allowance Lists (AMALs) or Authorized Dental Allowance Lists (ADALs) which comprise EXMEDS.

TYPICAL DUTIES:  

1. *Provide oversight and direction to ensure the successful execution of specific areas of warehousing.
2. *Foster a culture of teamwork, and continuous improvement.
3. *Maintain open communication with leadership and clients to proactively address challenges and develop effective solutions.
4. *Supervises staff; ensures a competent, motivated staff through hiring, training, counseling, supervising, and reviewing the performance of employees.
5. *Be proficient in the use of the DMLSS, HIMS or other authorized database of record for routine processes.
6. *Coordinate, direct, manage, and provide warehouse support pertaining to warehouse logistics.
7. *Performs inventory and documentation of supply stock utilizing DMLSS or other military database of record. Adjust stock levels as directed and support excess or unserviceable material disposal processes.
8. *Review, stock, and re-supply medical logistics items. This will include removing and replacing all outdated or expired items from shelves or kitted EXMEDS.
9. *Perform quality control on transaction records and file documents appropriately and promptly.
10. *Research quality assurance messages utilizing DMLSS, or other military database of record,
11. *Review a wide variety of documents to ensure that the proper information has been included. Obtain missing information from supporting documents, supervisor, or specialist/analyst and resolve inconsistencies or discrepancies, deviations from general rules, or major omissions.
12. *Performs receiving duties to include but not limited to receiving, unloading, and processing incoming shipments. Checks accompanying documentation against containers or packing labels. Follows established procedures in reporting over, short, or damaged items. Opens container and removes dunnage and other packing materials. Segregates material according to material type (i.e., equipment, consumable, narcotic, pilferable item, HAZMAT, etc.). Based on information in automated system, generates labels and routes and/or moves material to staging areas or stow locations.
13. *Performs inventory control work, supporting a broad range of duties required to accomplish the mission of a large production, sustainment, and distribution center. Duties will include counting types, quantities, and condition of items during annual inventories, location surveys, physical inventory, material handling, material examining and identifying, packing, operating Material Handling Equipment (MHE), and analyzing, evaluating, and revising command inventory.
14. *Performs platform stowing of material. The Government will provide equipment and material to be assigned to each EXMED platform. Material will be stowed by assigned EXMED platform in adjacent locations to facilitate rapid deployment.
15. *Performs Pick, Pack, Preserve, and Crate (PPP&C). Packs and repacks a variety of items for kitting and shipping of EXMEDS, utilizing a wide variety of standard packing materials, methods, and techniques.
16. *Performs administrative and duties such as word processing; receipt and completeness of data; correcting errors, modifying as required, and transmission of electronic mail; storing, retrieving, and maintaining electronic documents or files; entering data into a predefined spreadsheet or database.
17. *Must be adept at general warehouse maintenance activities (warehouse cleanliness and aesthetics). Employees are responsible for their assigned sections/areas of the warehouse.
18. *Specialized experience shall include general supply activities, ordering, receiving, customer support, inventory management, assemblage management, warehousing, and operation of various materials handling equipment.
19. *Perform other duties and special projects as assigned.

MINIMUM QUALIFICATIONS: 

• Minimum 5 years of experience in logistics or medical warehouse operations.
• Three or more years of experience in a supervisory position. Five years preferred.
• Ability to learn specialized software related to departmental operations.
• Must be able to understand, read, and write in the English language
• Must be detail-oriented and highly proficient to adhere to published standards and guidance directed in local Standard Operating Procedures, Navy guidelines, and Department of Defense publications.
• Human relations skills to build effective relationships with team and internal customers.
• Customer service skills to act responsively to customer inquiries and requests and escalate the more difficult matters appropriately.
• Demonstrated organizational, problem solving, and common-sense skills.
• Flexibility to adapt to changing work priorities.
• Communication skills to provide procedural and factual information, and respond to questions from customers, employees, and others.

EDUCATION REQUIREMENTS: 

High School Diploma or GED 

CERTIFICATES OR LICENSES REQUIRED: 

The following licenses or certificates may be required depending on local, state and/or contract requirements:
CAT Card Clearance
Forklift Certification
Valid Driver's License

PHYSICAL REQUIREMENTS:  

• Ability to work at an accelerated pace under emergencies or operational demands.
• Requirements include walking, standing, reaching, bending, and moving items.
• Required to lift and carry weight over 45 pounds.
• Work is performed on hard surfaces.
• Must be able to work in a fast-paced environment.

WORK ENVIRONMENT:  

Work is performed in an austere environment, such as a warehouse. May require walking to and from other nearby warehouses. Warehouse equipment can be found in each warehouse. Must wear Personal Protective Equipment during the duty day, such as steel-toe shoes, hard hat, hearing protection, glasses, gloves, etc. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
