Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). Our Mission is to promote health and wellness through excellent, compassionate care for all.

The Purchasing Manages coordinates all aspects of the procurement of materials, supplies and/or services and is responsible for activities and operations of the procurement function within Marin Community Clinics.

Position is based in Novato, California.

Consideration qualifications:

  • Must have a minimum of five years of experience in procurement/purchasing, preferably in the health-care sector. 
  • Experience with the 340B Drug Pricing Program preferred. 
  • Experience with drug and vaccine procurement preferred.

Responsibilities
  • Develops and manages all aspects of the procurement of materials, supplies and/or services for MCC.
  • Develops and leads critical projects that focus on cost reduction, developing key supplier relationships, purchase authorization processes, cost/benefit financial analysis, and vendor quality management.
  • Ensures compliance with State and Federal Laws and with MCC policies and procedures for purchasing/subcontract activities.
  • Develops and implements policies and procedures to assure departmental effectiveness and compliance.
  • Obtains purchasing specifications for programs based on functional requirements.
  • Function as a procurement resource for all MCC management staff to facilitate the best pricing, the best quality and the best delivery of materials, supplies and/or services.
  • Works collaboratively with group purchasing organizations.
  • Determines purchase requirements; facilitates the generation of appropriate purchase documents for goods/services purchased by MCC.
  • Prepares required reports; provides detailed analysis of purchased goods.
  • Maintains vendor evaluation program and reports on on-time delivery, quality, and responsiveness.
  • Develops, implements, and monitors department budget; manages expenses within approved budget constraints.
  • Identifies, documents, and implements opportunities for continuous improvement.
  • Educates, motivates, and develops purchasing protocol for MCC.
  • Assures staff conforms to organizational purchasing policies and procedures, including approval of appropriate purchasing documents.
  • Performs other duties as assigned by manager.
Qualifications

Education and Experience:

  • Bachelor's degree (B.A./B.S.) in Business Administration, Supply Chain Management, Finance, Healthcare Administration, Public Health, or related field.
  • Master's degree in related field is a plus.
  • A minimum of five years of healthcare purchasing experience is required.
  • Certification in Supply Change Management or other procurement training is a plus.
  • Prior work experience working at a Federally Qualified Healthcare Center (FQHC) is highly desired.
  • Experience with the 340B Drug Pricing Program is highly desired and preferred.
  • Experience with drug and vaccine procurement is strongly preferred.
  • Experience managing contracts, negotiating pricing, and working with GPOs strongly preferred.
  • Working knowledge of procurement fundamentals such as data systems, procurement reporting and procurement authorization processes is required.
  • Experience supervising other purchasing staff in a department setting.

  • Prolonged periods of sitting at a desk and working on a computer.
  • Use of mouse, keyboard and headset.
  • Must be able to lift up to 15 pounds at times.
