Job Summary
We are seeking a Subject Matter Expert (SME)โ€“level Lead Systems Engineer to plan, coordinate, and oversee the development and implementation of new systems and technologies for the U.S. Census Bureauโ€™s Decennial Transformation and Application Modernization (DTAM) effort. This role provides technical and management leadership on major engineering assignments, translating business requirements into technical solutions and driving the implementation of scaled agile methodologies across a System of Systems (SoS).
The Lead Systems Engineer owns systems engineering management processes, the Integration and Implementation Plan (IIP), and technical integration across Decennial stakeholders. Decision-making and domain knowledge may have a critical impact on overall program implementation. May supervise others.

Required Skills
  • Expert experience in systems engineering management across the full system development and operational lifecycle
  • Demonstrated ability to author and maintain SEMP, TEMP, IIP, and Concept of Operations documentation
  • Experience driving technical integration across a System of Systems (SoS) with multiple service and solution providers
  • Strong background implementing scaled agile methodologies in large, multi-team programs
  • Experience facilitating Technical Review Boards and engineering governance
Desired Skills
  • Experience with large-scale federal modernization or data-centric cloud transformation programs
  • Familiarity with DevSecOps, cloud-native architecture, and SDLC tooling
  • Experience with disposition management and operational delivery / readiness reviews
  • Excellent written and verbal communication skills, including executive briefing to senior Government stakeholders
Education and Experience
  • Bachelorโ€™s degree in Systems Engineering, Computer Science, Engineering, or a related field
  • 15+ years of experience providing technical and management leadership on major systems engineering assignments (SME level)
