Work Shifts9:00 A.M - 5:00 P.MDuties & ResponsibilitiesPurpose of Position:
Under the direct supervision of Labor Relations, with some latitude for independent judgement and initiative,
coordinates and implements one or more labor relations functions. Ensures compliance with all applicable NYC
Health + Hospitals policies and procedures, and all applicable federal, state, and local laws.
Essential Duties and Responsibilities:
- Assists in collective bargaining negotiations, arbitration, mediation and other proceedings by collecting and preparing relevant information and supporting documentation.
- Participates in processing and investigating employee grievances, assists with recommendations for effective resolutions, and may meet with employees and their representatives to provide requested information. Assists in the research and compilation of data for grievances, disciplinary matters, and all other labor relations matters.
- Participates in the employee grievance process by coordinating and accurately tracking actions taken at different procedural steps; supports the processing and tracking of employees released to represent their unions (i.e., Executive Order 75 Releases); and monitors and tracks deadlines related to other labor relations activities.
- Resolves and/or appropriately redirects employee assistance, employee relations, and labor relations inquiries and issues, as necessary.
- Serves as a liaison and provides assistance to Central Office and health care setting staff with data needs, including Labor Relations' Tracker of Employment Administrative Actions and
More (LR TEAAM) application. Maintains and updates labor relations records and/or databases, ensuring accuracy and confidentiality of information. - Prepares reports, presentations, and other materials, as needed, to support labor relations initiatives. Assists in the preparation, distribution, and filing of labor relations documentation and correspondence.
- Maintains liaison with internal and external stakeholders, such as union partners, the Mayor's Office of Labor Relations (OLR) and the Mayor's Office of Collective Bargaining (OCB).
- Assists labor relations staff in the scheduling, organizing, and conducting of trainings and orientation. Implements, coordinates, and monitors labor relations training activities.
- Schedules and coordinates meetings, hearings, and other events related to labor relations activities, provides administrative support during hearings and labor relations management meetings, as needed.
- May manage the calendar of Labor Relations, facilitate invoice/billing processing, and assist in the procurement of supplies.
- Performs other related duties, as assigned.
Minimum Qualifications1. Bachelor's Degree from an accredited college or university in Human Resources Management, Labor Relations, Business Administration, Public Relations, Healthcare Administration, Law, Business Law, Political Science, Sociology, Industrial Labor Relations or a related discipline; or
2. Associate's Degree or sixty (60) credits towards completion of a Bachelor's Degree from an accredited college or university in Labor and Human Resources, Labor Studies, Human Resources Management, Health Sciences or a related discipline; and two (2) years of relevant experience in human resources or personnel administration, labor relations, employee relations, learning and development or a related function.
