Job description

Title: Junior Program Manager

Schedule: Starting in August 2026, Full Time 100% ONSITE SUPPORT
Location: Defense Health Agency -16401 East Centretech Parkway, Aurora, CO 80011-9066.

Core hours: 9:00 A.M to 3:00 PM

This position is not remote and requires in-office attendance at least 4 days per week.
Clearance: Public Trust, Current DoD clearance preferred.


Overview:

Emerge Solutions Group, LLC, provides support to the Defense Health Agency E-Commerce Program. The Military Healthcare System (MHS) is committed to the provision of top-quality health services for military personnel, retirees, and their families. This goal incorporates the provision of a healthcare delivery system where quality, access, and cost-effectiveness prevail. The delivery system focuses on operational readiness, health promotion, primary care, and managed care. DHA has implemented an E-Commerce Program (DHA-ECS), which provides an integrated set of financial, contract management, and acquisition support systems. E-Commerce components employ commercial-off-the-shelf (COTS) software and hardware along with custom-built applications in a web-based environment. Veterans encouraged to apply.


Duties and Responsibilities:

  • Provide general administrative support to the e-commerce program and project managers
  • Assist the E-commerce(ECS) Project Manager in the analysis of all proposed changes by the Technical Contractor. This includes technical changes related to web applications, Cybersecurity requirements for Risk Management Framework (RMF) Rev5, AWS GovCloud, Architecture requirements,etc.
  • Assist the ECS Project Manager with tracking and adhering to DoD requirements, mandates,and initiatives.
  • Assist with overseeing and validating ECS Audit Readiness,to include review of deliverables, technical documentation, policies and procedures, SLA, and business process documents.
  • Assist ECS program when needed through escalation of issues encountered through vendors/departments and or outside agency.
  • Support the e-commerce project manager in reviewing and making recommendations for open cybersecurity issues,documentation and timelines. This includes reviewing the Plan of Action and Milestones,and Acceptance of Risk workflows in the government’s cybersecurity system.
  • Assist the ECS program by completing analysis of changes required by hosting agencies, Cybersecurity Service Provider, and DoD agencies. These may include technical, policy, or administrative changes.
  • Support Contract Resource Management (CRM)/ E-Commerce System (ECS) through management support and reporting of program's effectiveness.
  • Serve as a user advocate for the CRM/E-Commerce system
  • Support the CRM/E-Commerce Project Management Office to include scheduling and facilitating the E-Commerce Working Group meetings (e.g., MPSWG, CMWG, AWG, CWG, PWG, PMO Review,and EOSS Program Management Review) and prepare meeting materials and minutes accordingly
  • Provide procurement support and coordination for E-Commerce Program software and hardware simplified acquisition procurements within a specified time frame the government with conducting market research and preparing acquisition documentation (Market Research, Justification & Approval, etc.) for software and hardware purchases.


Qualifications:

  • Proficiency with Office Equipment: Experience with operating office equipment, including printers, copiers, and fax machines.
  • Knowledge of Microsoft Office Suite: Competence in using Word, Excel, Visio, MS Project, and Outlook for tasks such as document creation, spreadsheet management, and email correspondence.
  • Organizational Skills: Possesses the ability to work multiple projects at one time.Maintains a well-organized desk and work area, ensuring an efficient workflow throughout the day.
  • Adaptability: Adjusts quickly to changing priorities and maintains productivity during busy periods.Desire to learn and be able to work on your own. (Self-Starter).
  • Team Collaboration: Collaborates effectively with others in a team environment, supporting colleagues and fostering a positive work atmosphere. Work in conjunction with the Sr. Program Manager with the ability to collaborate on PMO-assigned tasks.
  • Customer Service Orientation: Focuses on meeting customer needs and providing a pleasant experience, handling inquiries, and resolving concerns promptly and courteously.
  • Time Management: Prioritizes tasks effectively to meet deadlines and ensure smooth operation of daily activities.


Job Requirements:

  • Bachelor's degree
  • Experience with Risk Management Framework (RMF) and eMASS preferred.
  • 2+ years of experience in project or program management.
  • Program Manager experience(preferred)
  • Knowledge of office management systems and procedures.
  • Technical competency required.
  • Excellent time management skills and ability to multitask and prioritize work.
  • Attention to detail and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Demonstrate flexibility in completing other duties as needed.
