Amentum is seeking an experienced Project Manager (SME) to support Combatant Command Operations in the Information Environment (OIE) under the Apollo program. The Apollo Solutions Architect Team (ASAT) is a cross-functional enterprise team that drives innovation, standardization, and integration across all Apollo Task Order services. ASAT serves as Apollo's dedicated SME cell, delivering scalable support to Combatant Commands through advanced solution design, operational integration, training, analysis, and modernization. Centrally based in Tampa, the ASAT continuously develops and deploys new tools, workflows, and TTPs to outpace adversaries and strengthen Combatant Command information advantage.
As a member of ASAT, the selected candidate will manage integrated capability-development projects that improve how Apollo plans, fields, adopts, sustains, and assesses OIE/IW capabilities across Combatant Commands and mission partners. This role applies a holistic capability-lines-of-development approach - including doctrine/TTPs, organization, training, materiel/tools, leadership, personnel, facilities, policy, and process integration - to ensure new capabilities are operationally relevant, adoptable, measurable, scalable, and aligned with Government objectives. The Project Manager (SME) will coordinate cross-functional teams, manage Integrated Project Plans, track risks and dependencies, synchronize stakeholder inputs, and drive implementation of enterprise solutions that improve planning, operations, assessment, mission-enabling services, and decision support.
As a Project Manager (SME), you will:
  • Serve as a senior member of the Apollo Solution Architect Team (ASAT), supporting enterprise-level capability development, modernization, and integration across all Apollo Task Order services.
  • Manage cross-functional capability-development projects using a holistic lines-of-development approach that considers doctrine/TTPs, organization, training, materiel/tools, leadership, personnel, facilities, policy, processes, data, and sustainment requirements.
  • Lead development, coordination, execution, and update of Integrated Project Plans (IPPs), including project objectives, milestones, staffing/resource requirements, risks, dependencies, deliverables, implementation schedules, and ROI considerations.
  • Translate Combatant Command and mission-partner operational needs into executable project plans, implementation roadmaps, decision-support products, and capability-integration strategies.
  • Coordinate across ASAT Solutions Managers, Solutions Designers, Innovation SMEs, Plans/Ops SMEs, Assessment SMEs, Data/AI SMEs, Knowledge Managers, Training/Adoption SMEs, and operational stakeholders to ensure capability solutions are fully integrated and operationally executable.
  • Support capability gap analysis, requirements decomposition, stakeholder analysis, implementation planning, and sustainment planning for OIE/IW tools, workflows, data architectures, assessment methods, planning processes, and operational support capabilities.
  • Ensure new or improved capabilities are aligned with Apollo objectives, Task Order requirements, CCMD campaign priorities, joint planning processes, and Government-directed operational timelines.
  • Develop project management artifacts, including project charters, implementation plans, milestone schedules, risk registers, decision logs, action trackers, project briefs, capability roadmaps, and executive-level status updates.
  • Identify risks, interdependencies, constraints, and mitigation actions affecting capability implementation, including security, classification, data-access, staffing, stakeholder coordination, technical integration, adoption, training, and sustainment considerations.
  • Support change management and capability adoption by ensuring users, staffs, planners, analysts, and leadership understand how new tools, workflows, processes, and methodologies improve mission execution.
  • Coordinate pilot efforts, proof-of-concept activities, capability demonstrations, user-feedback sessions, after-action reviews, and continuous-improvement cycles.
  • Develop measures of performance, measures of effectiveness, adoption metrics, utilization indicators, and ROI inputs to assess capability value and inform prioritization decisions.
  • Support integration of advanced technologies, digital tools, data-management approaches, AI-enabled analytics, collaboration platforms, and knowledge-management solutions into operational workflows.
  • Maintain alignment between project execution, ASAT innovation priorities, PMO governance, CCMD requirements, task-level deliverables, and Apollo's enterprise operating model.
  • Prepare and deliver executive-level briefings, project status updates, recommendations, decision papers, implementation plans, and lessons-learned products for Government and Amentum leadership.
  • Travel CONUS/OCONUS as required to support capability implementation, stakeholder engagement, project coordination, training/adoption support, and mission-partner requirements.

Required Qualifications
  • Must have an active Secret security clearance.
  • Bachelor's degree in Project Management, Program Management, Business Administration, National Security Studies, Military Studies, Information Operations, Operations Research, Organizational Development, Systems Engineering, Data Analytics, Public Administration, or a related discipline.
  • Minimum 11 years of experience supporting project management, program management, capability development, capability integration, operational planning, mission support, transformation, modernization, or related national-security mission areas.
  • Demonstrated experience managing complex projects involving multiple stakeholders, technical contributors, operational users, dependencies, risks, schedules, and deliverables.
  • Experience supporting military operations, Combatant Commands, Joint organizations, government mission environments, or complex DoD programs.
  • Strong understanding of OIE, Information Advantage, Information Forces integration, operational intelligence, campaign planning, assessment, knowledge management, digital modernization, and Joint operational environments.
  • Experience developing project plans, implementation roadmaps, risk registers, action trackers, decision logs, project schedules, executive briefings, or capability-development documentation.
  • Demonstrated ability to translate operational requirements into executable project plans, capability-integration strategies, and measurable implementation outcomes.
  • Experience coordinating cross-functional teams that may include planners, analysts, technologists, data specialists, training/adoption personnel, operations SMEs, assessment personnel, and leadership stakeholders.
  • Ability to assess capability gaps, define implementation requirements, manage dependencies, identify risk, and recommend practical mitigation actions.
  • Strong written, verbal, facilitation, coordination, and executive briefing skills.
  • Ability to operate in fast-paced, ambiguous, multi-stakeholder environments while maintaining schedule discipline, traceability, accountability, and mission focus.

Preferred Qualifications
  • Active Top Secret security clearance and SCI eligibility. U.S. Citizenship is required to obtain a Top Secret clearance.
  • Master's degree in Project Management, Program Management, National Security Studies, Strategic Studies, Military Studies, Organizational Development, Systems Engineering, Data Analytics, Operations Research, or a related field.
  • 5 years supporting Combatant Commands, Joint Staff, Service Components, Joint Task Forces, Theater Special Operations Commands, operational planning staffs, or enterprise-level DoD initiatives.
  • Prior experience as a Project Manager, Program Manager, Capability Development Lead, Capability Integration Manager, Operations Integrator, Mission Integration Lead, PMO Lead, or equivalent role supporting complex government or defense programs.
  • Experience managing projects that integrate multiple capability lines of development, including doctrine/TTPs, organization, training, materiel/tools, leadership, personnel, facilities, policy, process, data, and sustainment considerations.
  • Experience supporting OIE, IW, PSYOP, Cyber, STO, JEMSO, DDA, OPSEC, Public Affairs, Civil-Military Operations, Assessment, Data Analytics, Operational Intelligence, Knowledge Management, or related mission areas.
  • Familiarity with Joint Planning Process, Military Decision-Making Process, operational design, campaign planning, capability gap analysis, requirements decomposition, and implementation planning.
  • Experience developing or managing Integrated Project Plans, project schedules, milestone plans, risk registers, ROI frameworks, performance metrics, adoption metrics, or capability roadmaps.

Compensation Details:
$130,000 - $180,000
