Job description

OFS is seeking a highly professional, team-oriented Management Analyst to support critical data analysis, reporting, and information management in a high-visibility environment. This position requires exceptional business acumen, discretion, and the ability to identify meaningful trends, patterns, and data anomalies that support executive decision-making. The successful candidate will transform complex data into clear, accurate, and actionable dashboards, reports, briefings, and presentations for senior leadership and government stakeholders.
The ideal candidate is analytical, detail-oriented, customer-focused, and capable of managing multiple priorities while maintaining the highest standards of professionalism and accuracy.
Management Analyst Key Responsibilities
The Management Analyst will support the collection, analysis, reporting, visualization, and management of adoption-related data and information to improve operational effectiveness and support strategic decision-making.
Responsibilities include:
  • Coordinate the collection, receipt, validation, and recordkeeping of monthly application registration data submitted by Accrediting Entities (AEs).
  • Analyze monthly application registration data by country to identify trends, anomalies, areas for improvement, and actionable recommendations.
  • Prepare monthly reports, summaries, and readouts for government leadership and maintain supporting documentation in OneNote.
  • Maintain and update the Adoption Tracking System (ATS) by entering monthly, semi-annual, and annual data while ensuring the accuracy and integrity of all records.
  • Perform data reconciliation activities, eliminate duplicate or alternate naming conventions, and maintain consistent data standards across systems.
  • Monitor Adoption Service Provider (ASP) accreditation status changes and coordinate timely updates with Accrediting Entities.
  • Support primary provider change requests and respond to inquiries regarding ATS from Accrediting Entities, Adoption Service Providers, and government personnel.
  • Generate country-specific and provider-specific reports to support leadership briefings, travel planning, meetings, and operational analysis.
  • Utilize the Consular Launchpad for Enterprise Analytics and Reporting (CLEAR) Adoption Dashboard to fulfill data requests and validate reporting accuracy.
  • Review dashboards and reports for inconsistencies, document discrepancies, and coordinate corrective actions with appropriate stakeholders.
  • Download, manipulate, and analyze data to support ad hoc reporting requirements and leadership requests.
  • Compile, analyze, and prepare statistical data for the Annual Report to Congress, including narrative explanations, historical comparisons, trend analysis, and anomaly identification.
  • Coordinate with internal stakeholders to ensure the completeness, accuracy, and timely clearance of annual reporting requirements.
  • Prepare statistical information for publication on government websites and provide data updates to international stakeholders as required.
  • Develop meaningful data visualizations, dashboards, charts, and graphics to communicate operational metrics and performance indicators.
  • Create visual reporting products using complaint registry data, accreditation information, and monthly and semi-annual reporting data.
  • Prepare executive presentations, briefing materials, reports, and documentation utilizing Microsoft PowerPoint and other Microsoft Office applications.
  • Maintain organized documentation, knowledge management resources, and reporting materials within OneNote and SharePoint to support continuity of operations.
  • Identify opportunities to improve reporting processes, workflow efficiencies, and data quality while ensuring compliance with established policies and procedures.
  • Collaborate effectively with government personnel and cross-functional teams while maintaining professionalism, confidentiality, and exceptional customer service.
Management Analyst Required Qualifications
  • Bachelor's degree required. Five (5) years of government experience, preferably supporting the Department of State, may be substituted for the degree requirement.
  • Minimum of three (3) years of experience working in a professional office environment.
  • Demonstrated experience analyzing data, identifying trends, and preparing reports for executive or senior leadership.
  • Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
  • Excellent written and verbal communication skills.
  • Proven ability to manage multiple priorities while meeting deadlines in a fast-paced environment.
  • Proficiency with Microsoft Office Suite, including Microsoft Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.
  • Experience using OneNote for documentation and knowledge management.
  • Ability to exercise sound judgment, maintain confidentiality, and work independently with minimal supervision.
Management Analyst Preferred Qualifications
  • Experience supporting the U.S. Department of State or another federal agency.
  • Experience with enterprise data management systems, reporting databases, or case management systems.
  • Knowledge of Microsoft Power BI and data visualization best practices.
  • Experience creating executive dashboards and performance metrics.
  • Familiarity with government reporting requirements and information management practices.
