Program Director Position Summary:
The Program Director provides overall regional leadership and daily operational oversight of all Office for Mental Health (OMH) licensed Crisis Residence Programs located in Onondaga, Oswego, Cayuga and Madison Counties in compliance with 14 NYCRR Part 589. Ensures delivery of recovery-oriented, trauma-informed, culturally responsive services that stabilize psychiatric crises, divert hospitalization, and support safe transition to the community.
Program Director Job Responsibilities:
  • Oversee the 24/7/365 program operations of four OMH licensed Crisis Residence programs (Onondaga, Oswego, Cayuga, and Madison Counties), providing direct supervision, coaching, and performance management of site Supervisors to ensure consistent, high-quality service delivery, regulatory compliance (14 NYCRR Part 589), and alignment with agency standards across all programs.
  • Ensure all admissions follow OMH screening criteria, including risk assessment, voluntary participation, and appropriateness for Crisis Residence level of care.
  • Ensure Licensed Professional of the Healing Arts (LPHA) recommendation is obtained and documented for all admissions to support medical necessity and billing compliance.
  • Oversee development and implementation of Individual Service Plans (ISPs) within 24 hours of admission, ensuring person-centered, strengths-based planning.
  • Ensure required services are delivered, including psychiatric rehabilitation, peer support, safety planning, care coordination, and medication monitoring.
  • Maintain staffing plans that meet OMH standards, including 24/7 awake coverage and appropriate staff-to-guest ratios.
  • Supervise multidisciplinary staff including Crisis Intervention (CI) Professionals, CI Staff, and Peers, ensuring appropriate supervision structures and peer integration.
  • Ensure all documentation meets OMH standards, including daily progress notes, admission records, ISPs, and discharge summaries.
  • Oversee utilization management, ensuring length of stay does not exceed 28 days unless clinically justified and coordinated with payors.
  • Ensure compliance with incident reporting requirements, including Justice Center and OMH regulations.
  • Completes all required documentation, in timelines in accordance with program standards.

Program Director Qualifications:
Must have three to five years of management experience working in a social service or related setting. Experience with Peer/Recovery services preferred. Qualified Health Professional listed as a Licensed social worker, alcoholism counselor, mental health counselor or rehabilitation counselor preferred. High School Diploma and Certified by the Office of Mental Health (OMH) as a Certified Peer Specialist or Office of Alcoholism and Substance Abuse (OASAS) as a Certified Peer Recovery Advocate required.
Pay Rate: $66,690 annually
