About the Role
 
Redhorse transforms the way government uses data and technology. To support this mission, we are seeking a strategic and collaborative Program Manager to serve as the primary leader and customer liaison for a high-impact technology project within the Intelligence Community. In this role, you will be the cornerstone of contract execution, providing disciplined oversight while fostering an environment where technical excellence and innovative problem-solving thrive. Your leadership will ensure that complex mission objectives are met with efficiency and that our diverse team of professionals is empowered to deliver their best work in support of national security.
Key Responsibilities
  • Serve as the primary liaison between the organization and the customer for all contract-related matters and performance updates.
  • Lead the comprehensive execution and management of the contract, ensuring service delivery aligns with established terms and quality standards.
  • Provide leadership and mentorship to the project team, ensuring individual and collective alignment with mission objectives.
  • Proactively identify, assess, and mitigate project risks to ensure operational continuity and successful delivery.
  • Maintain rigorous compliance with all contract deliverables, federal regulatory requirements, and security standards.
  • Design, document, and implement scalable, enterprise-level operational team structures tailored for technology-driven environments.
  • Direct internal and external audits by leveraging the RACI (Responsible, Accountable, Consulted, Informed) methodology framework.
  • Lead business process reviews to drive efficiency, innovation, and continuous improvement across program operations.
  • Synthesize complex data into regular program status reports and executive briefings for senior leadership and stakeholders.
  • Coordinate across various functional areas to ensure a unified and efficient approach to program delivery.
Required Experience/Clearance
  • Active TS/SCI with Full-Scope Polygraph security clearance.
  • Program Management: 10+ years of professional program management experience, specifically within the Intelligence Community (IC).
  • Organizational Design: 5+ years of experience designing, documenting, and implementing enterprise-level operational team structures within a technology context.
  • Audit & Governance: 5+ years of experience managing internal/external audits, utilizing the RACI framework, and conducting business process reviews.
  • Bachelor's degree in Business Administration, Information Technology, Engineering, or a related field of study.
  • Communication: Proven ability to manage stakeholder relationships and deliver high-level briefings.
Desired Skills
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Proven experience managing large-scale, complex contracts within the IC or Department of Defense (DoD).
  • Demonstrated ability to lead and develop diverse, cross-functional teams in high-tempo, mission-driven environments.
  • Familiarity with Agile, Scrum, or hybrid program management methodologies.
  • Experience overseeing enterprise IT modernization or cloud migration initiatives.
  • Commitment to fostering a culture of inclusion, equity, and professional growth for all team members.
