Salary $80,000- $110,000
General Definition of Work: This position is responsible for the effective coordination and delivery of student support services throughout the school division. Effective performance in the areas of complex professional and administrative work planning, directing and supervising the development and implementation of a total instructional program for special students.  Student services programs include guidance services, student records, psychological services, social work services, all related services for students such as OT, PT, Hearing, etc, summer school ESY programs, Section 504 and general clinic services for all students.  Work is performed under the general direction of the Superintendent of Schools. Supervision is exercised over all personnel within the assigned departments.

• Plans, budgets, organizes and implements programs, activities, curriculum for special students; coordinates and implements pupil personnel services and programs while ensuring cooperative, collaborative and timely efforts with school based administrators,  school board personnel and with parents and external organizations and agencies.
• Consults with and responds to principals regarding special education and pupil personnel concerns on legal and regulatory issues, staffing, instructional issues, discipline, zone and compliance issues, Section 504/ADA issues and implementation of the Section 504 procedures for students,  and parent concerns.
• Develops, monitors, and administers the special education and pupil personnel budget; attends School Board and budget meetings.
• Provides information and reports to School Board administrators when requested; monitors and developsCounty's CSA budget related to special education service needs; participates on CSA CPMT Committee and approves funding of all services.
• Assists in the recruitment and selection of special education teachers, therapists and support staff; provides guidance and leadership to assigned personnel; supervises and evaluates all department personnel; assigns work; recommends promotion. disciplinary action and termination.
• Monitors compliance with state and federal special education requirements; provides on-going professional development and information to all staff regarding changes  in regulations.
• Responds to concerns of building  administrators, teachers, parents and support staff.
• Observes challenging students and offers recommendations when requested; observes teachers to monitor best practices.
• Coordinates, schedules, and holds eligibility meetings and manifestation discipline hearings; participates in IEP meetings.
• Meets and talks with parents regarding individual student needs; meets with parents and advocates for mediation; meets with private school providers and case managers; prepares contracts for private provider services.
• Establishes procedures for archiving and management of records for current and former students.
• Interprets the Federal Educational Right and Privacy Act (FERPA) requirements to schools regarding the management of student records disclosures.
• Assists schools with responding to subpoena requests for student records.
• Develops and monitors spending of special education federal funds in compliance with local, state and federal regulations.
• Monitors SOLs and ASOLs as applicable to special education students.
• Attends and participates on various committees; participates regionally in meetings to develop policies and procedures; participates in on-going conferences and special education advisory committee meetings, workshops related to instruction, and special education program needs.
• Meets and consults with representatives from court services, social services and mental health services regarding various students and families in need.
• Collects data for, compiles and prepares various reports; researches trends and best practices and makes appropriate recommendations for new programs and recommendations for staffing.  

Knowledge, Skills and Abilities: Comprehensive knowledge of instruction, curriculum and program development for special students; through knowledge of principals, practices, and procedures of school administration; skill in dealing with staff, students and parents in a variety of complex and delicate situations involving defusing, negotiating and facilitating skills, ability to develop and present ideas effectively both orally in writing, skill in the use of personal computers and related software packages, hardware and peripheral equipment; ability to establish and maintain effective working relationships with School Board, associates, students and parents. 
Education and Experience 
Masters Degree in Administration and Supervision is required; coursework toward a doctorate (preferred). Extensive experience in special education and school administration (five years as an administrator strongly preferred). Must have or be eligible for license as required by the Virginia Department of Education for School Administration and Supervision. 
Special Requirements
Possession of appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board. Possession of an appropriate driver's license valid in the Commonwealth of Virginia and the ability to operate motor vehicles.

Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data and/or information. HumanI Interaction: Requires the ability to maintain a cordial and effective relationship with visitors and clients. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages as needed; may require ability to utilize principles of fractions and/or interpret graphs as needed. Functional Reasoning: Requires the ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. 
ADA Compliance
Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work at the work site daily, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 25 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Some tasks require visual perception and discrimination; Hearing is required to perceive information at normal spoken word levels; Most tasks require oral communications ability. Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances. Work is generally in a moderately noisy location (e.g. business office, playground, classroom, light traffic).
