Job description

Odyssey Systems has an exciting opportunity for a Senior Data Manager providing A&AS support to the AFLCMC/HBG C2ISR Division.  HBG C2ISR Division provides support for all the weapon systems, platforms, cells, and capabilities managed by the C2ISR Division in support of AFLCMC/HB, and other classified programs designated under C3I or extensions of HB under C2ISR.


Duties include, but not limited to: 

  • Develops DM strategies and plans to ensure data is acquired in a timely and economical manner to support weapon system mission needs and in compliance with all DM law, regulation, and policy
  • Stores, organizes, maintains, and protects data related to program and technical baselines of assigned projects, weapon systems, or programs
  • Creates, updates, and manages Data Strategy Plans (DSPs) and processes to accommodate data acquisition, storage, and distribution for program and technical data of assigned weapon systems
  • Establish data requirements for statements of work, organic workload offers, and other program documentation including DIDs, CDRLs and other program documentation
  • Issue data calls or hold TIMs to establish data requirements, contract data requirements, and create data related program documentation
  • Review data deliverables (either contract or organic) to ensure data has been delivered, is adequate for its intended use, meets the data deliverable content and format requirements, and complies with regulatory guidance and policy
  • Conduct activities in support of DM execution including TIMs, Contract Data Calls, Data Requirements Review Board, etc.
  • Log data submissions and distribute them for review to appropriate team members, ensure team members adequately review and inspect data deliverables; activities include drafting transmittal letters, keeping DM tracking systems up to date (MEARS, DOORS, TopVue, etc.), and ensuring all data has been delivered
  • Disposition data deliverables to ensure they are distributed to the appropriate personnel, organizations, and data systems
  • Conduct periodic CDRL reviews to ensure necessary data is adequate for mission needs, recommend updates to CDRL packages are required, and ensure compliance with DM laws, regulation, and policy

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Top Secret Clearance 

Education: Bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in DoD acquisition. Or,

    • 15 years of directly related experience with proper certifications

Certifications: 

  • Cybersecurity Qualification is required for Work Role ID 422 Data Analyst
  • CM Certification in any of the areas below:
    • NDIA CDM Certification, or
    • CMPIC, or
    • The completion of DAU Credential CLCL 010 Technical Data Management

Preferred Qualifications

Education: Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical / professional discipline being performed, 5 years of which must be in DoD acquisition.

Technical Skills

  • Experience supporting Configuration/Data Management (CM/DM) for Air Force life cycle management of weapon systems or related products

  • Skilled in identifying CM/DM requirements and deliverables for large-scale systems (e.g., 41 weapon systems)

  • Strong ability to validate and verify CM/DM product deliveries against documented requirements

  • Familiarity with the following standards, guidance, and regulations:

    • EIA-649-1 Configuration Management

    • DoDI 5000.88, MIL-HDBK-61, AF Data Rights Guidebook, AFMCI 63-1201

    • DoD Systems Engineering Guidebook (Section 4.1.6)

    • DoD 5010.12-M, MIL-STD-31000B, MIL-STD-963, DoDI 5230.24

    • AFLCMC Contract DM Standard Process

  • Experience with:

    • Digital data deliverable systems

    • Model-based systems engineering (MBSE) tools

    • Requirements tracking systems related to contract deliverables

Interpersonal Skills

  • Ability to work cross-functionally with technical, acquisition, and CM/DM teams

  • Skilled in interpreting and applying DoD policies and guidance

  • Effective communicator with both technical and non-technical stakeholders

  • Strong organizational and task management skills
