Job description

Position Title: Chief Operating Officer COO
Location: REMOTE
Position Overview
ISPA Technology is seeking an experienced Chief Operating Officer (COO) to oversee day-to-day operations, ensure operational excellence across all programs, and drive strategic growth within the defense contracting environment. The COO will work closely with executive leadership to manage performance, compliance, and operational efficiency while supporting employees deployed across multiple locations.
This role requires a leader with deep experience in government contracting, strong knowledge of DoD program requirements, and the ability to scale operations in a high-growth environment.
Key Responsibilities
  • Lead operational strategy, planning, and execution to support company growth across defense and military programs.
  • Oversee program operations, ensuring contract compliance, on-time delivery, and high-quality performance across all customer engagements.
  • Manage operational departments including contracts, HR, security, finance, facilities, and program management offices (PMOs).
  • Ensure compliance with federal contracting requirements (FAR, DFARS, CMMC, NIST 800-171, etc.).
  • Establish strong relationships with government customers, prime contractors, and teaming partners.
  • Direct resource planning, staffing strategies, and talent development across the organization.
  • Support proposal development, capture efforts, and transition of new programs into full operational status.
  • Develop and monitor KPIs, operational dashboards, and performance metrics.
  • Promote a culture of continuous improvement, operational discipline, and employee engagement.
  • Serve as a key executive advisor to the CEO and Board of Directors.
Required Qualifications
  • Bachelor’s degree in business, Management, Engineering, or related field
  • 10+ years of progressive leadership experience within the U.S. government contracting industry.
  • Demonstrated success overseeing operations for military or defense programs.
  • Strong understanding of FAR/DFARS, contract types (CPFF, T amp;M, FFP), and compliance frameworks.
  • Experience scaling operations in a growing operational environment.
  • Excellent communication, leadership, and organizational skills.
