Responsibilities

Position Overview:At REI Systems, Capture Leaders are at the center of how we win.This is a high-visibility, high-impact growth leadership role responsible for shaping and winning some of our most strategic pursuits across the Department of Defense (DoD) and broader federal market.You will own and lead end-to-end capture strategy for priority opportunities ($50Mโ€“$500M+), influence deals before RFP release, and partner directly with executive leadership to drive REIโ€™s expansion in defense and national security missions. This is not a proposal support roleโ€”this is a true capture ownership position with direct impact on company growth.

The Capture Leader will own and drive end-to-end capture efforts, leading must-win pursuits from early identification through award with full responsibility for win strategy, positioning, and execution. This role requires strong pre-RFP engagement, including building customer intimacy, shaping requirements, and influencing acquisition strategies before opportunities are released. The individual will manage a high-value pipeline of $50Mโ€“$500M+ federal IT opportunities within the Department of Defense and broader defense agencies, while developing and executing discriminating win strategies that incorporate price-to-win, Black Hat analysis, and competitive intelligence. In addition, the Capture Leader will partner closely with executive leadership at REI Systems to help shape growth strategy, drive account expansion, and inform key investment decisions.

In this role, you will lead cross-functional teamsโ€”including technical, program, pricing, and proposal resourcesโ€”to deliver winning solutions, not just compliant proposals. You will shape and position opportunities across digital transformation, AI/ML, and data-driven federal IT solutions while building longโ€‘term, trusted relationships with senior government stakeholders and defense customers, particularly within the Department of Defense. You will drive organic growth within existing accounts and expand into new mission areas, while leveraging AIโ€‘enabled tools to accelerate capture strategy, deepen customer insights, and enhance the development of highโ€‘quality capture artifacts.

Qualifications
  • 5-10+ years in capture management, growth, or strategic BD within federal IT / defense
  • Proven success leading large, complex federal captures ($50M+)
  • Deep experience supporting DoD, Army, Navy, Air Force, or related defense agencies
  • Strong track record of preโ€‘RFP shaping, customer engagement, and winning competitive pursuits
  • Ability to lead crossโ€‘functional teams and influence senior stakeholders
  • Experience in IT modernization, digital transformation, AI/ML, or data analytics
