Schedule: Monday–Friday (supporting 24/7 operational environment as required)

Role Overview
The Senior Program Manager will provide leadership and oversight in support of NORAD and USNORTHCOM (N&NC) Nuclear Command, Control, and Communications (NC3) and Cyberspace Operations Directorate (J6) missions. This role oversees advisory and assistance services focused on cyber operations, strategic planning, real-time situational awareness, and operational coordination across federal, state, and local partners.
The position supports research, analysis, risk mitigation planning, and capability development to improve survivability, reduce vulnerability, and strengthen cyber and C4 operations across NORAD and USNORTHCOM mission areas.
What You’ll Do
Lead program execution supporting N&NC/J6 cyberspace operations and NC3-related mission areas
Oversee research and analysis efforts related to cyber operations, operational planning, and real-time situational awareness
Manage assessments of physical systems, infrastructure, and integrated network systems-of-systems
Guide analysis of real-time and historical operational data, training events, exercises, and contingency operations
Develop and present risk mitigation recommendations, including architectural, design, and supply chain considerations
Oversee development of tools or software prototypes to improve survivability and reduce pre-attack vulnerabilities
Coordinate cyber planning and collaboration processes with federal, state, and local mission partners
Ensure program alignment with NORAD and USNORTHCOM Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) missions
Support C4 operations planning to maintain information and decision superiority
Provide leadership oversight to support 24/7/365 monitoring and reporting operations conducted by the Cyber Warning and Operations Center (CWOC) and Defensive Cyber Operations (DCO) teams
Interface regularly with government leadership to ensure contract performance, mission alignment, and operational effectiveness
Required Experience
8 - 10+ years of program management experience supporting DoD or National Security missions
Experience supporting cyber operations, C4 systems, or strategic planning efforts
Background in operational planning, situational awareness, or command and control environments
Experience managing complex technical or analytical programs involving multiple stakeholders
Demonstrated experience coordinating across federal, state, or interagency organizations
Active TS/SCI clearance
Preferred Experience
Experience supporting NORAD, USNORTHCOM, or NC3 mission areas
Background in integrated sensing, cyber operations, or network systems-of-systems
Experience overseeing software prototype development or technical capability assessments
Familiarity with 24/7 operational environments supporting command and control systems
