GENERAL DESCRIPTION OF POSITION
The Assessment Specialist II is responsible for updating personal property and business personal assessment records and interacting with the public in an informative/problem-solving capacity. Ensure that all assessment transactions and interpersonal exchanges are performed efficiently and in a professional and timely manner, often under adverse conditions. All assessments must be accurate in accordance with state law to provide the record base for the County Collector to collect the appropriate amount of tax for the operation of schools, cities and county organizations. Ensuring each situation is handled according to the county policies and that assessment values are correctly posted on the assessment records. Assessment Specialist II will provide support for Assessment Specialist I and is also responsible for making subjective determinations regarding application of documents affecting real estate and personal property assessments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Make personal property assessments both in person, by phone, fax, email and by verifying online assessments.
  2. Use titles and/or bill of sale, assessing the personal property of individuals and businesses, for the purpose of taxation by phone, online, or in person. This includes vehicles, boats, utility trailers, motorcycles, ATV's, campers, and motor homes.
  3. Handle large volume of calls, occasionally with disgruntled citizens, with professionalism and tact. Be able to establish control of the conversation, despite high emotions, in person or by phone.
  4. Ensure proper documentation of all information needed for assessments is organized for scanning to ensure proper record retention and retrieval.
  5. Make proper updates using copies of recorded deeds, court orders, death certificates and other probate related documents.
  6. Conduct all liaison activities in a professional manner to ensure maximum cooperation between and among other Saline County offices, other Assessor offices, and other state and local agencies.
  7. Must be able to identify school district boundaries to assign the correct millage rate to personal property and real estate assessments.
  8. Update personal information on individual and business assessments such as addresses and phone numbers.
  9. Must be able to find out if the customer has been assessed in another county, moved from out of state, or is a first-time vehicle owner for tax clearance purposes.
  10. Verification of each item on the taxpayer's previous year assessment and removing items when necessary, requesting documentation for such.
  11. Responsible for acquiring the proper paperwork to separate accounts when necessary.
  12. Assist customers with required forms including Commercial Rendition Forms, Homestead Credit Applications, and Exemption Applications.
  13. Make decisions regarding appropriate methods to correct errors on assessment records, which require knowledge and understanding of the appropriate documents required to accomplish the correction.
  14. Correct assessments based on state reports that are designed for the purpose of checking for accuracy.
  15. Successfully cross-train in other departments as required by the Assessor.
  16. Ensure that all activities are professionally and ethically performed in accordance with state law to protect the individual rights of all citizens of Saline County.
  17. Successfully complete continuing education classes as required by the Assessor.
  18. Perform any other related duties as required or assigned.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
High school or GED, plus specialized schooling and/or on the job education in a specific skill area; e.g., data processing, clerical/administrative, etc., plus 19 to 23 months related experience and/or training, or equivalent combination of education and experience.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
AACD Personal Property; AACD Real Estate and Mapping within 180 days of employment or first available class available at Arkansas Assessment Coordination Division (AACD). Applicant must past the testing.
SOFTWARE SKILLS REQUIRED
Intermediate: Spreadsheet, Word Processing/Typing
USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Regular use of highly complex machines and equipment; specialized or advanced software programs.
WORKING CONDITIONS

ASSESSOR ASSESSMENT SPECIALISTS
  • Starting at the rate of $35,290
  • REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
    • AACD Personal Property Level 1; AACD REAL ESTATE and mapping within 180 days of employment or first available class available at Arkansas Assessment Coordination Division (AACD). Applicants' continued employment is dependent upon passing the AACD Personal Property Level 1.
  • This position is scheduled to work Monday/Friday, 8 AM to 4:30 PM with some evenings required depending upon the workload, with paid holidays off.
  • Bilingual pay of $2,080 is available once proficiency has been established.
  • Group health, dental and life insurance is paid by the County for the employee's coverage provided the employee obtains a wellness check within the designated time frame.
  • For employee retirement, the County contributes 15.32% per pay period of the employee's gross towards the employee's retirement through the Arkansas Public Employees' Retirement System.
